Claude Mollard est licencié en droit et certifié en géographie économique, il est formé à l'Institut d'études politiques de Lyon, puis à l'École nationale d'administration entre février 1965 et mai 1967.
À la sortie de l'ENA, Claude Mollard intègre le 1er juin 1967 le ministère de l'Économie et des Finances en tant qu'administrateur civil au sein de la direction du Budget, poste qu'il occupe jusqu'en 1971. C'est également à partir de 1967 que Claude Mollard travaille étroitement avec Pierre Mendès France (janvier 1967-juin 1968) à la rédaction de ses prises de parole. Il est de juin 1969 à juin 1970 l'assistant parlementaire de Michel Rocard.
Il participe à la construction et à l'ouverture de l'Établissement public du centre George Pompidou, comme chargé de mission, directeur administratif et financier, puis secrétaire général (1971-1978).
Claude Mollard fait également carrière à la Cour des comptes, puisqu'il y est nommé Conseiller référendaire en 1978.
Brièvement nommé secrétaire général de l'Institut national de l'audiovisuel (INA) entre avril et juin 1978, il devient l'année suivante délégué général de l'Union centrale des arts décoratifs. Son action y est importante puisqu'il contribue au lancement du musée de la mode et du textile, tout en supervisant la rénovation du musée des arts décoratifs de Paris.
C’est cependant en juin 1981 que s'amorce le véritable tournant dans la carrière politique de Claude Mollard. Jack Lang le nomme chargé de mission au sein de son cabinet du ministère de la Culture jusqu'en juin 1982. Il sera à l’origine du développement d'une nouvelle politique culturelle, rendue possible grâce au doublement du budget alloué à la Culture. Cela permet la mise en place d'une politique concernant les musées et les arts plastiques, sujet de prédilection de Claude Mollard, à travers la création de la direction des Arts plastiques (DAP) dont il devient le délégué à partir de mai 1982 en tant que conseiller référendaire à la Cour des comptes, puis à travers la création du Centre national des arts plastiques (CNAP), où il occupe le poste de président à partir de janvier 1982. On ne compte plus ses créations dans le domaine culturel : lancement du fonds régional d'art contemporain (FRAC), des aides à l'édition pour les auteurs, création du fonds de la Commande publique, création en 1982 du Centre national de la photographie, qu'il préside, et en 1983 de l'École nationale supérieure de création industrielle, du Centre national d'art contemporain de Grenoble, de l'association pour la promotion de la création industrielle ou de l'École nationale supérieure de la photographie à Arles en 1985. Toujours au sein du ministère de la Culture, il devient Président de l'association de préfiguration du Centre national des arts culinaires en 1985. Il quitte ces fonctions publiques en juillet 1986.
La deuxième partie de sa carrière débute en septembre 1986 lorsqu'il obtient une mise en disponibilité de la Cour des Comptes pour créer une entreprise privée de consultation dans le domaine de l'ingénierie culturelle qu’il dirige. Il fonde ainsi la première agence d'ingénierie culturelle, nommée ABCD (Arts, Budget, Communication, Développement). Avec cette société, il est à l'origine d'un grand nombre de projets, d’études et de manifestations parmi lesquels le projet de réhabilitation de la raffinerie à sel d’Ars-en-Ré (1987), le projet d’implantation de la tour de Tatline à Lille (1987-1988), l’aménagement temporaire des jardins des Tuileries pour le Bicentenaire de la Révolution (1989), la cathédrale de la Résurrection d'Évry (1990-1995), l'audit culturel du Zimbabwe avec l'Union Européenne (1992), le musée historique de Sarlat (1993), ou encore le projet de réhabilitation de la citadelle de Bonifacio (1993-1994).
Un an plus tard, Claude Mollard crée l'Institut Supérieur de Management culturel (ISMC), dont il est le dirigeant. Cet institut est un établissement d’enseignement supérieur technique privé, ayant un statut d’association régie par la loi du 1er juillet 1901, sous la tutelle du ministère de la Culture. Le siège social, d’abord sous-locataire de la société "ABCD" de Claude Mollard, est fixé au 3, rue Danville 75015 Paris puis au 6, rue de Braque 75003 Paris après expiration du premier bail. Cet établissement est créé le 20 août 1987 et ouvert le 8 juillet 1988 en tant qu’établissement d’enseignement supérieur, puis le 18 octobre 1991 en tant qu’établissement supérieur technique, Claude Mollard étant administrateur principal et Marie-José Mollard administratrice pédagogique et directrice des études. Claude Mollard dispense lui-même les cours sur les politiques culturelles.
En janvier 1996, il quitte l’Agence ABCD qui est reprise par ses consultants et réintègre la Cour des comptes tout en continuant d'intervenir dans l'ingénierie culturelle en dirigeant des projets comme le "Tour de la terre" aux côtés de Nicolas Normier (depuis 1997), ou encore le projet « Avignon Capitale culturelle de l'Europe en l'an 2000 » (1998).
À partir d'avril 2000, il est nommé par Jack Lang, ministre de l'Éducation nationale, conseiller pour le développement artistique et culturel au sein du cabinet. Il reste à ce poste jusqu'en avril 2002. Il y conçoit et réalise « le plan de cinq ans » en collaboration avec le ministère de la Culture, Catherine Tasca étant alors ministre, pour développer les arts à l’école. Il est donc chargé des questions relatives à l'enseignement artistique et crée les classes à PAC (projets artistiques et culturels). De janvier 2001 à avril 2003 il est nommé directeur général du Centre national de Documentation Pédagogique (CNDP), établissement sous tutelle du ministère de l’Éducation nationale.
Claude Mollard exerce à partir de 2008 diverses fonctions de conseiller et de consultant, conseiller du président de l'IMEC - Institut mémoires de l'édition contemporaine, consultant pour le projet de transfert de l’Atelier typographique de l’Imprimerie nationale depuis Paris à l’abbaye d’Ardenne (2008-2012), consultant d’Emmaüs International pour la création du Centre abbé Pierre Emmaüs (2010-2012), consultant du château du Clos Lucé pour la scénographie de l’Atelier de Léonard de Vinci et pour le lancement du premier Centre international d’interprétation de Léonard de Vinci et la Renaissance.
À son départ de la Cour des Comptes, en 2010, il reprend ses activités de consultant dans l’ingénierie culturelle avec sa société CMC - Claude Mollard Consultant. Depuis 2013, il est le conseiller spécial de Jack Lang, président de l'Institut du monde arabe, où il anime le comité chargé des expositions. Il est notamment à l'origine des expositions "Il était une fois l'Orient express", "Jardins d'Orient", ou encore de la première biennale des photographes du monde arabe".
