HISTORICAL NOTE

Historical note:

Le périmètre des attributions de la division de la comptabilité générale du ministère de l’Intérieur étant devenu trop vaste, il est décidé, à partir de 1819, de scinder cette administration et de créer une division de l’administration départementale et communale le 6 janvier 1819. Les débuts sont assez instables, alternant entre réunion et séparation des services de l’administration départementale, de l’administration communale et de l’administration des hospices et établissements de bienfaisance.

En 1824, une administration générale des communes, des établissements de bienfaisance et sanitaires est recréée sous le titre d’« administration générale des établissements d’utilité publique et des secours généraux », suivie en 1829, d’une administration générale des départements, réunie avec l’administration des hospices et des bureaux de bienfaisance.

La direction de l’administration départementale et communale existe et fonctionne de manière continue et sans changements d’attributions entre 1819 et 1945. La nécessité de devoir assurer la continuité administrative, même pendant les périodes de crises, explique sans doute la stabilité de cette direction au sein du ministère de l’Intérieur.

Elle est remplacée en 1945 par la direction générale de l’administration régionale, départementale et communale, tandis qu’une partie des missions d’aménagement du territoire est englobée dans le nouveau ministère de la Reconstruction et de l’Urbanisme.

Pendant la majorité du XIXe siècle, la direction est scindée en deux divisions distinctes ou bien ces deux divisions sont indépendantes et fonctionnent sans dépendre d’une administration de tutelle. Lorsque la direction compte trois ou quatre divisions, il ne s’agit que du morcellement plus fin des attributions de l’administration départementale ou de l’administration communale. On peut distinguer une division ayant la charge des affaires générales et des départements, et une autre s’occupant des affaires à une échelle plus locale comprenant les communes et les établissements qui y sont implantés.

La direction de l’administration départementale et communale assure la répartition des crédits alloués au bon fonctionnement des départements et des communes. Par ailleurs, elle contrôle le bon usage des budgets dans la gestion des administrations dans les départements et les communes.

Dans le cadre de ses missions départementales, la direction gère et contrôle les budgets et leurs utilisations en matière d’administration des départements (préfectures notamment), de gestion du personnel d’administration (rémunérations et pensions), de la bonne tenue des élections. La direction veille également au bon entretien et à l’utilisation des bâtiments civils (caserne par exemple). C’est également la direction qui veille à la gestion des affaires militaires et des réparations de guerre.

Dans le cadre de ses missions communales, la direction assure la tutelle de gestion et le contrôle de l’administration et de la comptabilité des communes. Elle règle aussi les arbitrages en matière de contentieux. Elle veille à l’entretien de la voirie urbaine et vicinale ainsi qu'à la bonne tenue des cours d’eau. Enfin, elle assure la gestion des bâtiments d’utilité publique (hospices, bureaux de bienfaisance, mont-de-piété, prisons).

  • The identifier is used internally by the institution or refers to (inter)national vocabularies such as the Virtual International Authority File (VIAF).
  • The place can be the place of birth (or foundation), the place of death (or closing), the place of work or any other place of importance.
  • The occupation is the profession or job of a person.
  • The mandate is a law, directive or charter that establishes and defines an organisation's powers, functions, responsibilities or sphere of activities.

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
