HISTORICAL NOTE

Historical note:

Un cabinet particulier auprès du ministre de l’Intérieur est instauré à partir de 1828 ; il se maintiendra par la suite sans discontinuer, quel que soit le régime politique.

Le cabinet se compose le plus souvent d’un chef de cabinet, parfois suppléé par un secrétaire particulier et un chef de bureau. Sous le Second Empire, le cabinet prend de l’importance et est organisé comme une direction. Le chef de cabinet a alors le statut de directeur d’administration centrale.

Le cabinet est chargé des affaires particulières et réservées du ministre ainsi que des demandes d’audiences. Selon les périodes, d’autres missions peuvent également relever des attributions du cabinet :

la nomination des préfets, sous-préfets, conseillers et secrétaires de préfecture (1828-1832, 1835, 1845-1851, 1876-1886) ;

la garde municipale et les sapeurs-pompiers de Paris (1831-1847) ;

les secours aux personnes et les admissions dans les établissements de bienfaisance de Paris (1854-1862, 1876-1895) ;

les élections, les conseils généraux et municipaux, l’organisation municipale de Lyon et Paris, et la réception des rapports de préfets (1860-1886) ;

le contrôle de la presse (1865-1870, 1886-1895).
