GENERAL CONTEXT

Note:

Pendant toute la durée de la Seconde Guerre mondiale, le gouvernement organise la production agricole et en prépare la mobilisation et la distribution dans un contexte de désorganisation des cultures et de l’élevage, ces actions étant compliquées par la réquisition des denrées par les forces occupantes. L’État tente de maîtriser les prix d’une partie des denrées alimentaires (produits dont l’acquisition ne pouvait s’effectuer que par le biais de tickets) par un système de prix fixes et de taxations afin de garantir l’achat des produits alimentaires par l’État et la population tout en ménageant un revenu convenable aux fournisseurs, notamment aux agriculteurs. L’équilibre est complexe car des prix trop bas ont pour conséquence le détournement d’une partie de la production agricole vers le marché noir (où les prix sont libres) ou l’abandon total ou partiel de certaines cultures ou de certains élevages. À l’inverse, des prix trop hauts empêchent un certain nombre de Français de se nourrir, faute de revenus suffisants.

L’après-guerre est marquée par d’importantes difficultés d’approvisionnement en produits alimentaires. En effet, la France a perdu un grand nombre de ses exploitations agricoles (200 000 d’entre elles sont partiellement ou totalement détruites) et de ses surfaces cultivables (2 millions d’hectares). En 1945, le niveau de production représente 66 % de ce qu’il était entre 1934 et 1938. En 1946, l’administration du ministère de l’Agriculture tente de préparer le retour à un marché libre, démarche perturbée par le rationnement qui est toujours en vigueur et par les prix qui ne cessent d’augmenter alors que les salaires stagnent.

Le gouvernement axe donc sa politique sur la reconstitution des capacités de production alimentaire, notamment par le développement de la mécanisation et par l’introduction massive des intrants chimiques. La production agricole augmente et le rationnement est supprimé en 1949. La politique agricole se tourne ensuite vers le développement des échanges internationaux dans le contexte de la construction européenne et de la progression de la mondialisation.

HISTORICAL NOTE

Historical note:

Créée par la loi du 27 décembre 1940 modifiant la loi du 20 août 1940 sur l’organisation du ministère de l’Agriculture ainsi que la loi du 10 septembre 1940 relative au recrutement et à l’avancement des fonctionnaires de l’administration centrale et des divers services du ministère de l’Agriculture, la Direction des affaires économiques a en charge la gestion économique du commerce des produits agricoles, aussi bien sur le territoire français qu’à l’étranger.

Dans le contexte de la politique de rationnement mise en place en 1940, elle fixe les prix de vente et les taxations des différentes denrées, réalise des achats et des ventes de produits agricoles pour les exploitants agricoles, la population civile, les stocks de sécurité et la réquisition pour les forces occupantes. Elle est également chargée de la négociation, de l’établissement et de l’observation des règles relatives à l’importation et à l’exportation de pays tiers et des colonies. Elle est aussi responsable de vérifier et contrôler les comptes des directions départementales du Ravitaillement général.

Entre 1942 et 1943, elle devient la Direction des services financiers et des relations extérieures par l’arrêté du 6 juin 1942. Elle est renommée Direction des affaires économiques (arrêté du 13 novembre 1943).

Après l’armistice du 8 mai 1945, la Direction des affaires économiques continue à gérer la pénurie des denrées destinées à l’alimentation ou à la production agricole (semences, engrais, etc) alors que l’offre reste très inférieure à la demande. Peu à peu, la crainte de la pénurie s’éloignant, la direction est réorganisée en étoffant les services responsables des relations extérieures ainsi que les services dédiés aux études statistiques et à la préparation du plan d’investissement agricole en liaison avec le commissariat général au Plan.

En 1947 la Direction des affaires économiques du ministère de l’Agriculture est doublée par la Direction des programmes et de la consommation placée sous la double tutelle du Haut-conseil au Ravitaillement et de la présidence du Conseil (décret n° 47-720 du 17 avril 1947 fixant les attributions du haut-commissaire à la distribution et décret du 12 juin 1947 relatif aux services du Ravitaillement). Cette situation prend fin le 27 novembre 1947 où la Direction des affaires économiques centralise à nouveau ces attributions (décret n° 47-2261 du 27 novembre 1947 portant transfert d’attributions au ministre de l’Agriculture).

Entre 1950 et 1955, de nouveau rattachée au ministère de l’Agriculture, ses missions sont partagées entre la Sous-direction des relations extérieures et la Direction des programmes et de la consommation.

Le décret 56-1288 du 19 décembre 1956 relatif à l’organisation des services du secrétariat d’État à l’Agriculture la transforme en un service des échanges et marchés agricoles placé dans la Direction générale de l’Agriculture.
