Plusieurs entités se sont succédé entre 1984 et 2009 :
la mission nationale éducation-entreprises, ou mission « Bloch » (1984-1985) ;
le Haut comité éducation-économie (1986-1997) ;
le Haut comité de la formation professionnelle (1997-2000) ;
le Haut comité éducation-économie-emploi (2000-2009).
Elles avaient pour même objectif d’établir au plus haut niveau une concertation permanente entre l'Éducation nationale et les partenaires économiques, et de proposer des mesures propres à rapprocher le système éducatif de l'économie.
La Mission nationale éducation-entreprises : novembre 1984-mai 1985
À la suite de sa nomination comme ministre de l’Éducation nationale le 19 juillet 1984, Jean-Pierre Chevènement crée par décret du 1er octobre 1984 la Mission nationale éducation-entreprises, et charge Daniel Bloch, alors président de l’institut polytechnique de Grenoble, de la mettre en place et de la présider. Cette mission existe de novembre 1984 à mai 1985.
Outre le pilotage des jumelages écoles-entreprises, elle s’est vu confier pour objectif d’« étudier les défauts de cohérence entre l’école et l’économie, dresser, sans complaisance, les bilans des formations initiales, réfléchir au fonctionnement des instances consultatives, proposer des procédures pour renforcer les liens avec l’entreprise et améliorer le dispositif d’orientation des élèves ».
Daniel Bloch rend en mai 1985 son rapport Pour une stratégie convergente du système éducatif et des entreprises. Constat et recommandations. Rapport présenté au ministre de l'Éducation nationale.
Cette mission a notamment mené à la création du baccalauréat professionnel.
Le Haut comité éducation-économie : 1986-1997
Le Haut comité éducation-économie (HCEE), qui fait suite à la mission « Daniel Bloch », est créé par un décret du 7 mars 1986. Dépendant directement du ministère chargé de l’Éducation nationale, il est original dans sa mission dans la mesure où il est une instance de proposition : « il propose au ministre de l’éducation nationale des mesures propres à rapprocher le système éducatif et le monde de l’économie. À cette fin, il prend toutes initiatives et fait notamment toutes études et propositions relatives aux formations générales, technologiques et professionnelles, ainsi qu’à la recherche en éducation et en formation » (art. 2). Il touche donc tous les niveaux d'enseignement.
Il est aussi original dans sa composition : il regroupe vingt-quatre membres nommés pour trois ans, douze d'entre eux représentant les organismes socio-professionnels les plus importants en France, les douze autres étant des personnalités qualifiées ayant des compétences en matière de formation et d'économie.
Son personnel permanent se compose, outre son président et son vice-président, de quatre chargés de mission.
Le HCEE définit généralement lui-même ses orientations de travail et de recherche ainsi que les études qu'il conduit. Il peut également être saisi d’une question par le ministre ou le secrétaire d'État à l'Enseignement technique. À cet effet, il réunit des groupes de travail et constitue des commissions généralement composées de membres du Haut Comité et d'experts invités. Afin de réaliser ses travaux et de rédiger ses rapports, il peut demander des données et études aux services et établissements sous tutelle du ministère de l’Éducation nationale.
Il s'est particulièrement intéressé aux problèmes de l'enseignement supérieur, de l'enseignement secondaire, et à celui d'une certaine façon « transversal » des jeunes en difficulté scolaire.
Les rapports du Haut comité sont publiés par la Documentation Française, dans la collection des Rapports officiels.
Le Haut comité de la formation professionnelle : 1997-2000
Placé auprès du ministre de l’Éducation nationale et de l’Enseignement supérieur et remplaçant le HCEE par le décret n° 97-504 du 21 mai 1997, le HCFP est assez semblable à ce dernier dans ses rôle, composition et fonctionnement. Il est chargé de la même mission de développement des échanges entre l’éducation nationale et ses partenaires, à laquelle s’ajoute la mission « d’animer une réflexion prospective sur l’articulation entre le système éducatif et le monde économique ».
Sa composition, d’un nombre égal de vingt-quatre membres nommés pour trois ans, est un peu moins réglementée : il s’agit de personnalités qualifiées en matière d’emploi, d’éducation et de formation, dont la moitié au moins est désignée sur proposition des organisations les plus représentatives des salariés, des employeurs et des personnels de l’éducation.
Tout comme le HCEE, il est instance de proposition, arrête annuellement son programme de travail, prend toutes initiatives et fait notamment toutes études et propositions relatives aux formations générales, technologiques et professionnelles des enseignements secondaire et supérieur ainsi qu’à la recherche en éducation et en formation, et peut être saisi par le ministre de toutes questions relevant de sa compétence. Dans ses travaux de commissions, il bénéficie notamment du concours des autres ministères concernés par la formation professionnelle et du comité de coordination des programmes régionaux d’apprentissage et de formation professionnelle.
Le Haut comité éducation-économie-emploi : 2000-2009
Créé par décret n° 2000-216 du 6 mars 2000 en remplacement du HCFP, il en diffère notamment dans sa composition.
Comme les instances précédentes, il doit « assurer une réflexion prospective sur les liens entre l’ensemble du système éducatif, l’économie et l’emploi » et « éclairer les prises de décisions des différents acteurs en charge de ces domaines ». Il est essentiellement chargé de recueillir les informations nécessaires à l’adaptation des formations à l’évolution des métiers.
Sa composition, quasiment doublée, est de 41 membres nommés par le ministre de l’Éducation nationale, de la Recherche et de la Technologie pour une durée de trois ans renouvelable :
dix-huit représentants des organisations professionnelles, d’employeurs et des organisations syndicales de salariés ;
neuf personnalités dirigeant des administrations centrales et organismes publics : le directeur général de l’administration et de la fonction publique ; le directeur de la prévision du ministère de l’Économie, des finances et de l’industrie ; le directeur de l’animation de la recherche, des études et des statistiques du ministère de l’Emploi et de la solidarité ; le directeur de la programmation et du développement du ministère de l’Éducation nationale, de la recherche et de la technologie ; le directeur général de l’enseignement et de la recherche du ministère de l’Agriculture et de la pêche ; le délégué général à l’emploi et à la formation professionnelle ; le directeur du centre d’études et de recherches sur les qualifications (CEREQ) ; le commissaire au Plan ; le directeur de l’Agence nationale pour l’emploi ;
douze personnalités qualifiées ;
enfin, deux personnalités dont l’une exerce son activité dans une entreprise ou une organisation professionnelle ou syndicale, et l’autre dans un établissement d’enseignement supérieur ou de recherche, ces deux personnalités étant désignées en qualité de coprésidents du Haut comité.
Cette composition est modifiée à plusieurs reprises. Un décret du 20 septembre 2000 insère notamment pour la première fois des associations de lycéens et d'étudiants parmi les 18 représentants d’organisations syndicales et professionnelles, et modifie le mode de présidence : les deux coprésidents font place à un président désigné parmi 14 personnalités qualifiées.
Le fonctionnement et les prérogatives du HCEEE sont semblables à ceux des instances auxquelles il fait suite : il « soumet au ministre de l’Éducation nationale des mesures propres à améliorer la relation éducation-économie-emploi », et constitue ainsi « un lieu d’échanges et de débats notamment avec les ministères et les personnels compétents » (art. 2). Il se réunit au moins une fois par an et peut créer des groupes de travail en tant que de besoin.
Le décret n° 2004-703 du 13 juillet 2004 relatif aux dispositions réglementaires des livres Ier et II du code de l'éducation codifie le décret de création du HCEEE.
Le décret n° 2006-583 du 23 mai 2006 relatif aux dispositions réglementaires du livre III du code de l'éducation (art. 5) met fin à ses activités à échéance d’un délai de trois ans.
Le secrétariat du Haut comité :
Les décrets de création du HCEE et du HCFP disposent seulement en leur article 7 qu’un secrétariat est mis à leur disposition par le ministre de l’Éducation nationale. Le partenariat avec le monde professionnel se matérialise dès les années 1990 au sein de la direction de l'enseignement scolaire (DESCO/DGESCO). Ainsi, de 1993 à 2010, a existé un bureau du partenariat avec le monde professionnel chargé également du secrétariat des commissions professionnelles consultatives (DLC B1, DESCO A5, DGESCO A2-1).
Le décret de création du HCEEE précise que son secrétariat est assuré par la Mission éducation-économie-emploi (MEEE) placée auprès de la direction de la programmation et du développement (DPD) du ministère chargé de l’Éducation nationale (art. 7 du décret du 6 mars 2000), devenue direction de l’évaluation, de la prospective et de la performance (DEPP) en 2003.
