Les services centraux de l’ORI (1920 : 581 agents, 1922 : 329 agents, 1923 : 60 agents) ont pour tâche l'élaboration des programmes généraux, la centralisation des renseignements statistiques et économiques nécessaires à l’élaboration de ces programmes, l’étude et la présentation à l’approbation ministérielle des programmes des tiers mandataires, l'élaboration des conventions avec les tiers mandataires et le contrôle de leurs opérations ; ils procèdent à la recherche et organisent la distribution du matériel provenant des stocks français ou alliés, rassemblent les demandes émanées des secteurs et établissent un ordre de priorité ; ils règlent les questions de transport et d’approvisionnement en matières premières ; ils procèdent à la récupération du matériel enlevé à l’ennemi ; ils gèrent le compte spécial et l’ordonnancement des dépenses.

1) Secrétariat général et cabinet

Le secrétaire général dirige le fonctionnement des services et assure les décisions de l’Office, il est assisté de deux secrétaires généraux adjoints. Il réalise la liaison avec les ministères et la coordination entre les directions.

2) Direction des services techniques

La direction des services techniques étudie les problèmes techniques que pose la remise en marche de l’industrie et les moyens de se procurer les matériels, l’outillage et les matières premières ; elle examine les programmes d’achats des tiers mandataires et suit leur exécution ; elle étudie les commandes de plus de 100 000 francs ; elle examine les réclamations des industriels et fait procéder à l’examen technique et contentieux des dossiers de dommages de guerre industriels.

3) Direction des services administratif et financier

La direction des services administratif et financier est chargée de la comptabilité de l’Office et de l’application des lois du :

• 17 avril 1919 (dommages de guerre) ;

• 31 juillet 1920 (émission des certificats provisoire de dommages et paiement par annuités des dommages) ;

• 6 août 1917 (cessions et avances de matériel et d’outillage aux sinistrés).

4) Direction des services généraux

La direction des services généraux collecte les documents statistiques concernant les dommages et les résultats obtenus et traite toutes les questions intéressant la main d’œuvre ; elle supervise la récupération et la restitution des matériels en Allemagne ainsi que l’exécution du traité de Versailles, en particulier l’application de son annexe IV (fournitures de matériels industriels en remplacement des matériels détruits ou enlevés par l’ennemi).

5) Direction du contrôle général des opérations de l’ORI et des tiers mandataires

La direction du contrôle général est préposée à la surveillance des opérations concernant l’application des lois ; elle enquête sur les défectuosités, erreurs et abus et prépare les instructions pour y remédier.

Services locaux (secteurs)

Les secteurs (1921 : 3610 agents, 1922 : 2789 agents, 1923 : 398 agents) sont en premier lieu des bureaux de renseignements ; ils reçoivent les demandes des industriels, vérifient les constats et devis estimatifs des dommages et des réparations et interviennent auprès des autorités locales.

Le chef de secteur est assisté et conseillé par les comités régionaux, composés des délégués des chambres de commerce et des représentants des industries locales.

L'ORI est organisé en onze secteurs, divisés en sous-secteurs :

• 1er secteur : Lille (sous-secteurs de Lille, Roubaix-Tourcoing, Armentières, Hazebrouck) ;

• 2e secteur : Valenciennes (sous-secteurs de Cambrai, Valenciennes, Douai) ;

• 3e secteur : Laon (sous-secteurs de Laon, Soissons, Saint-Quentin, Chauny, Guise, Hirson, Château-Thierry) ;

• 4e secteur : Maubeuge (sous-secteurs de Maubeuge, Fourmies, Le Quesnoy, Avesnes) ;

• 5e secteur : Charleville (sous-secteurs de Charleville, Sedan, Rethel, Fumay) ;

• 6e secteur : Nancy (sous-secteurs de Verdun, Longwy, Briey, Nancy-nord et Toul, Nancy-sud et Lunéville, Senones) ;

• 7e secteur : Arras (sous-secteurs de Arras, Béthune) ;

• 8e secteur : Amiens (sous-secteurs de Amiens, Nesle, Péronne) ;

• 9e secteur : Compiègne ;

• 10e secteur : Reims (sous-secteurs de Reims-Campagne, Reims-Ville, Châlons-sur-Marne) ;

• 11e secteur : Paris, Seine, Seine-et-Oise, Seine-et-Marne, dommages en lieu inconnu ou répartis sur plusieurs cantons, sinistres ne se trouvant pas dans les régions dévastées, centralisation des dommages des compagnies houillères (1920).

Trois secteurs miniers, à Douai, Bruay et Nancy, ont été constitués pour accélérer la reconstitution des houillères sinistrées.

HISTORICAL NOTE

Historical note:

Pour venir en aide aux sinistrés, le ministre du Commerce, de l’Industrie, des Postes et des Télégraphes fait adopter par le Parlement la loi du 6 août 1917. Un crédit de 250 millions de francs est consenti au ministre pour procéder à des opérations d’achats et de cessions en vue de la reconstitution industrielle des régions envahies.

Le ministre du Commerce et de l’Industrie est chargé d’effectuer les achats nécessaires de matières premières, d’outillage, d’articles et de produits d’entretien, et de procéder à leur distribution par voie de cession. La loi prévoit la création d’un organisme particulier, l'Office de reconstitution industrielle des départements victimes de l’invasion, chargé d’exécuter ces opérations, sauf celles présentant un caractère commercial qui sont confiées à des particuliers – tiers mandataires – habilités par des conventions, agissant pour le compte de l’État et sous son contrôle et recevant une commission sur le montant des opérations effectuées.

Le décret d'application du 10 août 1917 précise l'organisation de l'ORI et ses attributions. L’Office est composé de huit délégués des ministères concernés (Commerce et Industrie, Finances, Intérieur, Guerre, Armement et Fabrications de Guerre, Transports maritimes et Travaux publics) et de huit représentants du commerce et de l’industrie, dont la moitié appartient aux départements victimes de l’invasion. Il est dirigé par un président assisté d’un vice-président nommés par décret.

L’Office prépare les programmes généraux de travaux et d’achats, détermine les mesures relatives à l’exécution des programmes, fixe les prix de cession, prépare les conventions avec les tiers mandataires et donne des avis sur toutes les questions concernant la reconstitution industrielle.

Le secrétaire général dirige, sous l’autorité du président de l’Office, les services centraux et les services locaux dans les départements (secteurs) et assure l’exécution des décisions.

Les tiers mandataires agréés sont :

• le Comptoir central d'achats industriels pour les régions envahies (CCA), créé dès le 2 août 1916 par les industriels regroupés dans l'Association centrale pour la reprise de l'activité industrielle dans les régions envahies (siège social : 40 rue du Colisée, Paris 8e). Le CCA, société privée au capital d’un million de francs, dispose de services centraux et de services locaux (les agences régionales) et de commissions techniques pour chaque industrie. Par la convention du 4 octobre 1917, le CCA est chargé de procéder, pour le compte et comme mandataire de l’État, sous le contrôle exercé par l’ORI et le ministère de tutelle, aux achats de matières premières, outillage, articles et produits d’entretien puis à la cession aux industriels et aux artisans des marchandises ainsi achetées et stockées.

• le Comptoir régional d'achats (CRA), fondé par l'Association des industriels du premier secteur (Lille, Roubaix-Tourcoing, Armentières, Hazebrouck). La convention du 19 mai 1919 donne au CRA les mêmes attributions que le CCA pour le premier secteur.

L’ORI est rattaché au ministère du Blocus et des Régions libérées par décret du 13 décembre 1917 et la répartition des huit délégués ministériels modifiée en conséquence (Commerce et Industrie, Finances, Régions libérées, Guerre, Armement et Fabrications de Guerre, Travaux publics, décret du 16 février 1918). Avant l’armistice, l’action de l’ORI porte sur la détermination des dommages industriels et la préparation des commandes destinées à les réparer par des programmes d’achats (textile, mines, brasseries, sucreries).

Après l’Armistice, l’ORI est rattaché au ministère de la Reconstitution industrielle (décret du 26 novembre 1918) puis à nouveau au ministère des Régions libérées (décret du 22 janvier 1920). Il voit ses attributions accrues par la loi du 17 avril 1919 sur les dommages de guerre qui prévoit des avances en faveur des sinistrés, pour répondre aux besoins les plus urgents, et lui confie l'exécution de cette mesure.

L’application du traité de Versailles (28 juin 1919) lui attribue un rôle important en Allemagne dans le domaine de la récupération et de la restitution.

Le service central de l’ORI centralise les réclamations des industriels sinistrés sur les matériels perdus, en collaboration avec les secteurs et les services français de restitution de Wiesbaden, afin de rechercher, identifier et rendre aux usines le matériel enlevé par l’ennemi.

En exécution de l’annexe IV du traité de Versailles (fourniture de matériels industriels en remplacement des matériels détruits ou enlevés par les Allemands), l’ORI établit les listes transmises à la Commission des réparations qui contrôle les demandes des industriels et les offres allemandes.

L’ORI possède aussi son propre service à Wiesbaden, qui reçoit, guide et renseigne les industriels dans leurs recherches et achats de matériels en Allemagne.

L’ORI assure également la liquidation des stocks français et américains et des stocks anglais acquis par le ministère des Régions libérées.

Par l’intermédiaire de son service des questions ouvrières, l’ORI prête son concours à la réunion, à la formation et au logement de la main d’œuvre réclamée par les industriels des départements sinistrés.

Du fait des progrès de la reconstitution et dans le cadre de la politique d’assainissement financier et de liquidation des dépenses de guerre, ces organismes provisoires sont amenés à cesser progressivement leurs activités.

Le CCA est dissous en janvier 1924 et ses comptes et archives sont remis à l'ORI.

La loi du 28 décembre 1923 porte que les comptes de reconstitution industrielle des départements victimes de l'invasion seront définitivement clos le 31 mars 1924, et que les opérations restant à effectuer seront inscrites au compte d'apurement des services spéciaux du Trésor créé par la loi du 1er décembre 1922. L'ORI est en conséquence rattaché au service d'apurement des comptes spéciaux du Trésor par la loi du 13 juillet 1925 ; ce dernier prend en charge les archives qui sont versées aux Archives nationales en 1947.
