HISTORICAL NOTE

Historical note:

Le 3 novembre 1928, Germain Martin entre au gouvernement comme sous-secrétaire d’État au ministère du Commerce et de l’Industrie, chargé des postes, des télégraphes et des téléphones. Il est reconduit dans ses fonctions le 29 juillet 1929. Puis, par décret du 3 novembre 1929, il est nommé ministre des Postes, Télégraphes et Téléphones ; le dernier ministère des Postes avait été supprimé en 1887. En 1929, les PTT redeviennent un ministère de plein exercice avec une stabilisation de cette fonction jusqu’aux années 1980. Le poste de secrétaire général qui avait été créé en 1925 est supprimé en 1930 (loi portant fixation du budget général de l’exercice 1930-1931).

En 1930, l’administration centrale est constituée de six directions (service central, personnel, exploitation postale, exploitation télégraphique, exploitation téléphonique, chèques postaux et articles d’argent) auxquelles s’ajoutent une agence comptable et la direction de la Caisse nationale d’Épargne. Le décret du 9 janvier 1934 modifie cette organisation : l’agence comptable est rattachée à la direction du service central. Le 29 juin 1934, la direction des chèques postaux et articles d’argent disparaît et devient un des services de la direction de l’exploitation postale. Créée par décret du 9 janvier 1934, la direction des bâtiments est transformée en sous-direction, le 29 juin de la même année, et rattachée à la direction du service central. Un rapport adressé au président de la République justifie ce rattachement : « comme les opérations de bâtiments intéressent à la fois les services postaux, télégraphiques, téléphoniques ou radioélectriques, la sous-direction des bâtiments ne doit plus être rattachée à une direction s’occupant d’une branche d’exploitation déterminée. Elle doit trouver place à la direction du service central qui s’occupe précisément des questions générales communes à toutes les directions particulières » (Journal officiel, 30 juin 1934).

Le 21 février 1935, cette sous-direction devient autonome et se trouve au même niveau hiérarchique que les directions. La direction du service central est, quant à elle, supprimée par décret du 28 février 1935. À la même date, les services financiers sont rattachés à l’exploitation postale, puis en 1937, une nouvelle sous-direction du budget et de la comptabilité est créée.

En 1940, les changements se succèdent : les transmissions sont associées au ministère des Postes, puis est créé un ministère des Travaux publics et des Transmissions. L’armistice est signé le 22 juin 1940, puis les pleins pouvoirs sont votés en faveur du maréchal Pétain le 10 juillet.

Le nouveau gouvernement crée un secrétariat d’État aux Communications avec à sa tête François Pietri (loi du 12 juillet 1940 relative à la composition du gouvernement), associant les PTT et les Transports, les PTT formant dès le 15 juillet un secrétariat général.

  • The identifier is used internally by the institution or refers to (inter)national vocabularies such as the Virtual International Authority File (VIAF).
  • The place can be the place of birth (or foundation), the place of death (or closing), the place of work or any other place of importance.
  • The occupation is the profession or job of a person.
  • The mandate is a law, directive or charter that establishes and defines an organisation's powers, functions, responsibilities or sphere of activities.
