Le fonctionnement général de la FFTT est organisé autour de quatre pôles: un conseil fédéral, des commissions, une administration et une direction technique nationale.

Le conseil fédéral (CF), composé de trente-neuf membres, est, en tant qu’organe de réflexion et de direction de la fédération, la seule autorité politique décisionnelle. Il a dans ses attributions toutes les questions se rapportant à l’organisation, à la coordination, au développement du tennis de table dans la métropole et les Outre-mer (par exemple la stratégie sportive de développement et du haut niveau et l’organisation des grands événements).

Le CF est épaulé par le bureau exécutif qui applique la politique définie dans ses orientations par l'assemblée générale (AG) et le CF. Il a dans ses attributions toutes celles qui n’entrent pas dans les compétences du CF, par exemple : le suivi de la gestion, du fonctionnement du siège, et de la politique sportive (hors modifications qui affecteraient la nature ou la structure des championnats) ; ou le suivi des compétitions existantes et du calendrier sportif.

Les commissions et instances jugées nécessaires au bon fonctionnement de la FFTT peuvent avoir des missions permanentes et/ou ponctuelles. Par exemple, la commission de formation, la commission médicale, la commission électorale ou la commission d’arbitrage. Cette dernière assure à tous niveaux la promotion de l’arbitrage. Elle veille à l’application des règles de jeu et prend toutes les mesures nécessaires - qui sont de son ressort - envers les juges-arbitres et les arbitres défaillants dans l’exercice de leurs fonctions. Elle désigne les juges-arbitres et arbitres nécessaires au déroulement des épreuves fédérales et sur demande de l’ITTF pour les épreuves internationales. Elle participe, au sein de l’institut fédéral de l’Emploi et de la formation (IFEF) et par l’intermédiaire de ses cadres, à la formation des arbitres et juges-arbitres à tous niveaux.

L'administration, placée sous la responsabilité du secrétaire général et dirigée par le directeur général, est chargée du bon fonctionnement de la FTTP.

Enfin, la direction technique nationale, dirigé par un directeur technique national (DTN) nommé pour la première fois le 1er mai 1969, est placé sous la double autorité, hiérarchique, du ministre chargé des Sports et, fonctionnelle, du président de la fédération. Le DTN est au centre d’un système complexe où il doit composer avec des enjeux sportifs, juridiques, médiatiques, sociaux, économiques, humains, politiques et professionnels. Il développe des relations privilégiées avec les élus, en particulier avec le président de la FFTT, et avec l’ensemble des institutions du monde du sport, les services de l’Etat, les collectivités territoriales, etc… Il est notamment responsable, en relation avec les dirigeants fédéraux : de l’ensemble des équipes de France et de la politique sportive de haut niveau ; de la formation et du perfectionnement des cadres et des entraîneurs ; de la politique de développement de la Fédération ; et de la cohérence des projets sportifs de la FFTT avec les orientations du ministère des Sports.

HISTORICAL NOTE

Historical note:

La Fédération française de tennis de table (FFTT) est créée le 14 avril 1927 par dix présidents d'associations, sous l'impulsion de la Fédération internationale de tennis de table ( International Table Tennis Federation, ITTF), née à Londres le 12 décembre 1926. Jusqu’à la Seconde Guerre mondiale, la vie de l’association est essentiellement marquée par un effort d’autonomisation par rapport à la Fédération française de lawn-tennis (FFLT). En février 1928 sont organisés les premiers championnats de France individuels. En janvier 1929, la FFTT est affiliée à l’ITTF. En 1932 se constituent sept comités régionaux : Paris, Guyenne et Gascogne, Languedoc-Roussillon, Normandie, Centre, Côte basque et Alsace. Le nombre de clubs affiliés est passé de dix, à la création de la fédération, à cent quarante-huit en 1932. Le 5 octobre 1935, quittant les colonnes de la Revue du Tennis, la Revue du Ping-Pong publie son premier numéro. Le 26 octobre 1970, la FFTT est reconnue d’utilité publique. D'abord installé 147, avenue de Versailles, à Paris, le siège social de l'association est ensuite transféré 60, rue de la Victoire, à Paris, en 1953 ; puis 44 bis, rue Pasquier, à Paris, en 1961 ; 84, avenue de Wagram, à Paris, en 1969 ; et 4, rue Guillot, à Montrouge (Hauts-de-Seine), en 1986. Le siège social est actuellement situé 3, rue Dieudonné Costes, dans le 13e arrondissement de Paris.

Selon ses règlements généraux modifiés en 2019, la FFTT regroupe des associations sportives ayant pour but de faire pratiquer le tennis de table. Elle a pour objet : d’organiser, de coordonner, de développer et de contrôler la pratique du tennis de table, sous toutes ses formes en France, dans la métropole, ainsi que dans les Outre-Mer ; d’organiser les compétitions et notamment les championnats de France toutes catégories inhérents à cette pratique ; de défendre les intérêts moraux et matériels du tennis de table français ; d’assurer la représentation du tennis de table français sur le plan international ; de veiller au respect de la charte de déontologie du sport établie par le Comité national olympique et sportif français ; et de veiller au respect de l’environnement et d’œuvrer en faveur du développement durable.

Pour atteindre ces buts, les moyens d'action de la FFTT sont la création de ligues régionales et de comités départementaux ; l’organisation et le contrôle d’épreuves de tennis de table dans la métropole et les Outre-mer ; l’établissement de relations suivies avec les Pouvoirs publics, le Comité national olympique et sportif français et les fédérations étrangères affiliées à la Fédération internationale de tennis de table (ITTF) ; la conclusion de rencontres avec les membres desdites fédérations et la participation aux épreuves et compétitions organisées par elles ; l’organisation et le contrôle de la qualité de la formation sportive ; la création de commissions techniques, en vue d’études et de tâches spécialisées ; la tenue de réunions périodiques, de congrès et de conférences, de stages, etc. ; la publication d’un bulletin officiel et de tous ouvrages et documents concernant le tennis de table ; l’aide morale, technique et matérielle aux associations ; la formation de ses cadres techniques et de ses dirigeants ; la passation de conventions, avec toute institution, précisant l’objet, les conditions et modalités y afférents.

En outre, la FFTT délivre aux membres adhérents des associations qui lui sont affiliées des licences fédérales, à condition pour ces membres de respecter l’ensemble des règles et règlements, notamment fédéraux, relatifs aux activités et à la pratique sportive ainsi que les règles relatives à la protection de la santé publique ; et de répondre aux critères liés, notamment, à l’âge, à la nature de la discipline, à la durée de la saison sportive et à la participation à des compétitions.

La présidence de la FTTP est successivement assurée par : Jean Foucault (1927-1929), Fernand Palmieri (1929-1933), Marcel Corbillon (1933-1935), Charles Guerin (1935-1937), Robert Parent (1937-1942), Marcel Corbillon (1942), Robert Foulon (1942-1944), Jean Prulière (1944-1959), Pierre Ceccaldi (1959-1966), Georges Duclos (1966-1978), Jean-Paul Courtier (1978-1982), Bernard Jeu (1982-1991), René Champdorge (1991-1992), Pierre Albertini (1992-2000), Gérald Velten (2000-2008), Alain Dubois (2008-2011), Jacques Helaine (2011) et Christian Palierne (2011-….).
