Parti socialiste (France ; 1969-....)
Le Parti socialiste (PS) français est une formation de la gauche apparue le 4 mai 1969 sous le nom de Nouveau Parti socialiste (NPS). Elle est principalement issue de l'ancienne SFIO, formation socialiste qui avait refusé lors du congrès de Tours de 1920 d'ahérer à la Troisième Internationale. Ses rangs bénéficient rapidement de la fusion de plusieurs formations. Ainsi, outre la SFIO, la Convention des institutions républicaines (CIR), créée en 1964 autour de François Mitterand en vue de l’élection présidentielle de 1965, rejoint le NPS au congrès d’Épinay-sur-Seine en 1971. Le PS devient un élément structurant de la vie politique française du dernier tiers du XXe siècle et jusqu’au début du XXIe siècle.
Le PS lors des différentes élections (1974-2017)
Dès les élections présidentielles de 1974, le candidat François Mitterand échoue de peu, enregistrant une progression par rapport à 1965. Divers scrutins locaux en 1976, 1977 puis 1979 (cantonales et municipales) sont ensuite marqués par une poussée de la gauche. Cette tendance se poursuit jusqu’à la victoire aux présidentielles et législatives de 1981. Cette victoire a été notamment permise par l’apport de voix venues du Parti communiste avec la signature, en juin 1972, du programme commun de gouvernement. L’importance et la multiplicité des réformes engagées ainsi que le tournant économique pris à partir de 1983 provoquent peu à peu une déception de l'électorat vis-à-vis du gouvernement des socialistes et de leurs alliés communistes.
Ainsi, aux législatives de 1986, la gauche perd la majorité, conduisant à la première cohabitation entre un président et un gouvernement de tendances politiques différentes. Après le gouvernement Chirac II, la gauche retrouve la majorité de 1988 à 1993, où le pays est à nouveau gouverné par une cohabitation, jusqu'aux législatives et présidentielles de 1995 où la droite est victorieuse.
En 1997, la dissolution de l’Assemblée nationale par le président Chirac (RPR), élu en 1995, aboutit à une nouvelle victoire aux législatives du Parti socialiste et de ses alliés (le Parti communiste (PC), le Parti radical de gauche (PRG), Les Verts et le Mouvement citoyen de J.-P. Chevènement) sous le nom de Gauche plurielle, conduisant à la troisième cohabitation qui dure jusqu’à la fin de la mandature présidentielle en 2002.
Le PS est à nouveau sur le devant de la scène politique avec sa victoire aux élections de 2012.
Cinq ans plus tard, l’élection présidentielle de 2017 voit la défaite de son candidat Benoît Hamon et le départ vers La République en Marche (LREM), nouveau parti de gouvernement créé autour de l’ancien ministre Emmanuel Macron, d’une partie de ses membres.
Fonctionnment et personnalités marquantes
Le PS est dirigé par un Premier Secrétaire, président du Bureau national du parti. A l'origine, il est élu par le comité directeur puis, depuis 1995, par l'ensemble des adhérents. Alain Savary est le premier à occuper cette fonction (1969-1971) avant le long règne de François Mitterrand (1971-1981, président de la République de 1981 à 1995), auquel succède Lionel Jospin (1981-1988 puis 1995-1997, Premier ministre de 1995 à 2002). Entretemps, la fonction a été occupée par Pierre Mauroy (Premier ministre de 1981 à 1984), Laurent Fabius (Premier ministre de 1984 à 1986) et Michel Rocard (Premier ministre de 1988 à 1991), puis par Henri Emmanuelli, François Hollande (président de la République de 2012 à 2017), Martine Aubry, Harlem Désir, Jean-Christophe Cambadélis et Olivier Faure.
La ligne directrice du parti est fixée par le Congrès, selon une tradition héritée de la SFIO depuis 1905. Le congrès adopte ainsi une motion majoritaire à l'unanimité de ses adhérents. Cette motion est ensuite exécutée par le conseil national. Au niveau local, la cellule de base du parti est la section qui peut-être aussi bien organisée à l'échelle d'une circonscription territoriale, telle la commune, qu'une structure professionnelle, telle une entreprise.
Le PS a compté dans ses rangs de nombreuses personnalités parmi lesquelles : Robert Badinter (ministre de la Justice, garde des Sceaux de 1981 à 1986 à l'origine de la loi abolissant la peine de mort dans le système judiciaire français), Jacques Delors (président de la Commission européenne de 1985 à 1995), Pascal Lamy (directeur général de l'Organisation mondiale du commerce de 2005 à 2013), Édith Cresson (Premier ministre de 1991 à 1992), Pierre Joxe et Didier Migaud (respectivement premiers présidents de la Cour des comptes de 1993 à 2001 et de 2010 à 2020), Dominique Strauss-Kahn (ministre français puis directeur général du Fonds monétaire international de 2007 à 2011), Pierre Bérégovoy (Premier ministre de 1992 à 1993), Jean-Marc Ayrault (Premier ministre de 2012 à 2014), Manuel Valls (Premier ministre de 2014 à 2016) et Bernard Cazeneuve (Premier ministre de 2016 à 2017).
Idéologie
Le PS est l'héritier idéologique de la SFIO qui se réclame du marxisme et de la lutte des classes bien que refusant de s'aligner sur le Parti communiste de l'Union soviétique (PCUS) qui a dirigé la Troisième Internationale jusqu'à sa dissolution au cours de la Seconde Guerre mondiale. Toutefois, le parti connaît une profonde évolution au cours de son histoire, mais très progressive. En ce sens, l'expérience du gouvernement au cours des années 1980 a été décisive : le PS demeure un parti réformiste, mais plus conciliant envers le principe d'une économie de marché où prédomine le secteur privé. Il se revendique également du mouvement des Lumières.
