Quatre vices-présidents : Christian Boner, journaliste à Radio France ; Jean Robin, directeur général du Festival International de la Danse de Paris ; Paulette Coquatrix, directrice de l'Olympia Music-Hall ; André Thomazo, directeur général des spectacles ALAP.

Un secrétaire général : Hubert de Clausade dit Roland Hubert. C'est lui qui rédige les procès-verbaux et prend toutes les mesures de publicité nécessaires pour les réunions des Assemblées Générales, du Conseil d'Administration et du Bureau en accord avec le directeur administratif.

Un trésorier : Jean Kriegel, P. D. G. du Paradis Latin. C'est lui, ou à défaut le trésorier adjoint, qui procède au recouvrement des cotisations et de toutes sommes dûes ou acquises. Il est chargé de toutes les questions financières et rend compte, tous les six mois, au Conseil d'Administration. Il présente un rapport et soumet un bilan à l'Assemblée Générale.

Un trésorier adjoint : Hubert Kriegel, directeur général du Paradis Latin ; puis Xavier Dubuc, P. D. G. de Rainbow Concert (à partir de mai 1986).

Un directeur administratif : Philippe Dampenon, journaliste. Il est chargé de la constitution et de l'étude des dossiers ainsi que de la bonne marche et de la coordination des actions en cours.

Les procès-verbaux des séances des Assemblées Générales sont retranscrites sur un registre coté et paraphé.

HISTORICAL NOTE

Historical note:

De la grogne des théâtres privés français à une spécialisation des fonds de soutien

Association régie par la loi du 1er juillet 1901, l'Union nationale des variétés, de la danse et du cirque (UNVDC) est issue d'un mouvement des directeurs de théâtres privés qui se plaignent d'un déséquilibre économique face au soutien accordé aux structures subventionnées que sont les maisons de la culture, les centres dramatiques et les troupes d'actions culturelles. Par le décret du 30 octobre 1964 est instauré une taxe additionnelle au prix des places de théâtre. La taxe, dite parafiscale, concerne les spectacles d'art dramatique, lyrique et chorégraphique. Elle est étendue aux spectacles de variétés par le loi du 9 juillet 1970. Sous l'influence de Bruno Coquatrix et par le décret du 30 juin 1977, un nouveau régime de taxe parafiscale est mis en place et placé sous la gestion de l'Association pour le soutien du théâtre privé créant ainsi un Fonds de soutien au théâtre privé. La taxe est également étendue aux concerts de variétés par le décret du 29 janvier 1985. Face aux actions menées par le théâtre privé - spectacles d'art dramatique, lyrique et chorégraphique -, les spectacle de variétés, de danse et du cirque cherchent à s'unir pour défendre leurs prérogatives. Une première association est créée en 1981 sous le titre de Fédération Nationale des Variétés, de la Danse et du Cirque dans le but de défendre les intérêts professionnels de ces disciplines artistiques et leur promotion auprès des médias. Le but principal est d'obtenir un fonds de soutien pour ces disciplines séparé de celui des théâtres privés et d'en obtenir la gestion.

La Fédération Nationale des Variétés, de la Danse et du Cirque, association régie par la loi du 1er juillet 1901, devient par révision de ses statuts l'Union nationale des variétés, de la danse et du cirque. L'assemblée générale constitutive de cette nouvelle entité associative a lieu le 14 juin 1982 au siège social, 7 rue Helder à Paris. Elle est déclarée en préfecture le 3 novembre 1982 sous le n° 82-2944 par Serge Chauvier dit Serge Lama, élu à bulletins secrets président de la nouvelle UNVDC.

Des revendications à porter

L'UNVDC regroupe des associations ou des individualités relevant des activités du spectacle de variétés, de la danse et du cirque ainsi que ceux titulaires d'une des licences n° 3, 5 ou 6 prévues par l'ordonnance du 13 octobre 1945 relative aux spectacles et les décrets d'application. Les syndicats déjà existants, patronaux ou ouvriers, peuvent également y adhérer en tant que membre à part entière.

Elle a pour objet :

la défense des intérêts professionnels de ses membres en liaison avec les syndicats existants ou tous autres organismes ou groupements ;

la promotion de l'ensemble des professions liées aux variétés, à la danse et au cirque ;

l'organisation de ces professions et examen de tous les problèmes les intéressant ;

l'étude d'une coopération européenne desdites professions ;

la participation à la gestion, en accord avec les représentants des départements ministériels intéressés, du fonds de soutien aux variétés.

Le siège social demeure, sans occupation de bureau au 7 rue du Helder à Paris. Les réunions et assemblées générales de l'UNVDC ont lieu dans la salle de réunion mise gratuitement à disposition. Les statuts mentionnent une réunion par trimestre au moins du Conseil d'Administration. Le bureau est choisi parmi les membres du Conseil d'Administration (voir l'organisation ci-dessous).

Parmi les revendications concrètes qu'elle a portée auprès du cabinet ministériel et de la direction de la musique et de la danse, on peut citer outre la constitution de la caisse de soutien à la chanson, aux variétés et à la danse ; la détaxation des 140 premières représentations dont bénéficie déjà le théâtre privé ; l'aménagement de la taxe appliquée aux music-halls et cabarets servant des consommations ; la demande de suppression du droit de production de spectacles à toute société appartenant à un groupe de radio ou de télévision ; l'égalité des charges sociales entre organisateurs professionnels et occasionnels (réforme du GRISS) ; l'étude des infrastructures des salles à Paris et dans les grandes villes pour pallier au manque d'équipement ; l'application des taux de droits et leur perception sur les spectacles de variétés par la SACEM, la SACD et la SDRM. Dès décembre 1982, l'UNVDC sensibilise le Ministère de la Culture aux problèmes des variétés, de la danse et du cirque et à l'instar d'autres organismes sert d'interlocuteur lors de l'élaboration du projet de loi relatif aux spectacles n° 176.

Elle remplit sa principale mission en concourant à la création d'un fonds de soutien séparé de celui des théâtres privés sous le titre de Fonds de soutien des variétés et de la danse géré par une nouvelle association, l'Association pour le soutien de la chanson, des variétés et du jazz (ASCVJ) qui devient un établissement public, à partir du 1er novembre 2002, le Centre national de la chanson, des variétés et du jazz (CNV). Elle participe à l'élection du bureau provisoire de l'Association pour le soutien de la chanson, des variétés et du jazz (ASCVJ) le 4 septembre 1985. Hubert Roland est élu président, Paulette Coquatrix, secrétaire générale. Mais la création de ce fonds n'est annoncé par communiqué de presse du ministre de la Culture, Jack Lang, que le 5 mars 1986. Il a notamment la volonté de s'inspirer du Fonds de modernisation pour le Cirque créé en 1979. L'ASCVJ puis le CNV assurent ainsi successivement la perception de la taxe parafiscale avec charge de l'investir au soutien à la création, à la formation et l'équipement en faveur des spectacles de variétés, de la danse et du jazz.

Suite aux démissions de plusieurs membres représentatifs de la danse et du cirque comme Jean Robin et André Thomazo, l'UNVDC devient l'Union nationale de la chanson et des variétés. Roland Hubert, président de l'UNDVC, modifie les statuts auprès de la préfecture pour en changer l'intitulé le 16 mai 1986.
