Le cabinet du ministre :
Le fonctionnement du cabinet des ministres est régi par le décret n° 48-1233 du 28 juillet 1948 modifié portant règlement d’administration publique en ce qui concerne les cabinets ministériels. Il est constitué par le ministre lors de sa prise de fonction et est composé :
- d’un directeur (assisté parfois d’un directeur adjoint), chargé de la coordination entre le ministre et son administration ;
- d’un chef de cabinet dont le rôle est de veiller au bon fonctionnement du cabinet : agenda du ministre, déplacements, secrétariat, audiences et relations publiques, distinctions honorifiques ;
- de conseillers chargés d’un ou plusieurs dossiers et devant assurer le suivi de l’activité des directions et de chargés de mission aux attributions ponctuelles.

Jack Lang est ministre de la Culture, pour la seconde fois, du 12 mai 1988 au 30 mars 1993, sous la présidence de François Mitterrrand, dans les gouvernements de Michel Rocard (juin 1988-mai 1991), Edith Cresson (mai 1991-mars 1992) et Pierre Bérégovoy (avril 1992-mars 1993).
Il est assisté de ministres délégués et de secrétaires d'Etat :

Il poursuit la politique initiée lors de son premier mandat (1981-1986) : accroissement sans précédent des moyens du ministère (croissance continue du budget qui atteint 13,8 milliards en 1993, soit 1% du budget de l'Etat), politique ambitieuse du livre et de la lecture (lancement de la Fureur de lire en 1989, mise en place des fonds régionaux d'acquisition des bibliothèques en 1990), renforcement de l’éducation artistique en milieu scolaire (loi du 6 janvier 1988 relative aux enseignements artistiques), soutien aux industries culturelles nationales, démultiplication des partenariats avec les collectivités locales et les autres ministères (protocoles d'accord avec l'Education nationale, la Défense, la Justice, etc.), développement des institutions de formation artistique d’excellence (loi du 10 juillet 1989 sur l'enseignement de la danse), ouverture sur l’étranger (accueil d'artistes étrangers dans les grands institutions nationales), amélioration de la rémunération des auteurs, accélération du mouvement de déconcentration et début de la décentralisation.
La politique des grands travaux porte ses fruits avec la construction du Centre d'accueil et de recherche des archives nationales (1988), l'agrandissement du musée du Louvre (Grand Louvre) et l'inauguration de la Pyramide (1989), la construction de l'opéra Bastille (1989) et de la bibliothèque nationale François Mitterrand (1996).
