La Commission pour la libération de la croissance française est rattachée fonctionnellement aux services du Premier ministre.

Elle est présidée par Jacques Attali, président de PlaNet Finance.

Entre 2007 et 2008, elle a pour rapporteur général Josseline de Clausade, conseiller d'État et pour rapporteur général adjoint, Emmanuel Macron, inspecteur des finances.

Elle compte quarante-deux membres représentant toutes les grandes composantes de la société française (milieu universitaire, secteur privé, secteur public et société civile) et quelques représentants étrangers :

A compter de septembre 2007, les membres participent à des ateliers ayant pour thématiques : « Pouvoir d’achat », « Réforme publique », « Fluidité du marché du travail », « Mentalités collectives » et « Compétitivité et secteurs porteurs ». Puis entre octobre et décembre 2007, plusieurs groupes de travail se sont mis en place notamment sur les thèmes : « Santé », « Fiscalité », « Mobilité sociale », « Université et recherche », «Démographie et immigration » et « Logement ».

Les chargés de mission forment l’équipe permanente de la Commission qui assure le suivi administratif, organisationel et rédactionnel. En 2007-2008, cette équipe est formée par :

Le décret n° 2010-223 du 4 mars 2010 relatif à la commission pour la libération de la croissance française nomme membres de la commission

- Patrick Combes, président de Viel et Tradition,

- Josseline de Clausade, directeur de la conformité du groupe Areva,

- Mathilde Lemoine, directeur des études économiques et de la stratégie marché d'HSBC France,

- Emmanuel Macron, gérant au sein de Rothschild & Cie,

- Alain Quinet, directeur des finances, de la stratégie et du développement durable de la Caisse des dépôts et consignations, est nommé rapporteur général de la commission, en remplacement de Mme Josseline de Clausade,

- Luc-François Salvador, président-directeur général de Sogeti.

Il est mis fin aux fonctions d’Ana Palacio et Pehr Gyllenhammar en tant que membres de la commission, ainsi que d’Emmanuel Macron en tant que rapporteur général adjoint.

GENERAL CONTEXT

Note:

La Commission pour la libération de la croissance française est créée en 2007 dès les premiers mois du quinquennat de la présidence de Nicolas Sarkozy.

Au cours des travaux de la Commission 2007-2008, le gouvernement de François Fillon lance plusieurs réformes :

en juillet 2007, la réforme générale des politiques publiques (RGPP),

du 6 juillet au 25 octobre 2007 le "Grenelle Environnement", ensemble de rencontres politiques visant à prendre des décisions à long terme en matière d'environnement et de développement durable.

En 2007, la création de la Commission pour la libération de la croissance française est motivée par le sentiment d’un déclin du poids de l’économie et de la compétitivité des entreprises françaises dans un contexte de mondialisation rapide, ainsi que par la volonté d’enrayer ce déclin. En 2010, la réactivation de la Commission fait suite à la crise des subprimes qui a touché le secteur des prêts hypothécaires à risque aux États-Unis au cours de l’été 2007 avant de s’étendre à l’ensemble des acteurs économiques et de provoquer la crise bancaire et financière mondiale qui éclate à l’automne 2008. Tous les pays industrialisés sont touchés par cette crise, dont la France qui entre en 2009 dans une situation de récession sans précédent depuis la Seconde Guerre mondiale.

La création de la Commission pour la libération de la croissance française est annoncée le 20 juin 2007 par le Président de la République Nicolas Sarkozy. La présidence de cette commission est tout d'abord proposée à Philippe Seguin, puis après le renconcement de ce dernier, à Jacques Attali. Une lettre du 1er août 2007, co-signée par le Président de la République et le Premier Ministre, François Fillon, précise la mission confiée à la Commission : examiner les conditions d'une libération de la croissance française, à l'image du comité d'experts qui avait abouti au « Rapport du Comité pour la suppression des obstacles à l'expansion économique » remis par Jacques Rueff et Louis Armand au Premier Ministre Michel Debré en 1960, au début de la présidence de Charles de Gaulle. Le décret n°2007-1272 du 27 août 2007 institue la Commission qui est installée officiellement le 30 août 2007 par Nicolas Sarkozy lors d’une cérémonie au Palais de l’Élysée.

Cette journée du 30 août marque le début des travaux en réunion ainsi que la création du site Internet www.liberationdelacroissance.fr, composé de blogs de discussions ouverts pendant douze semaines pour recevoir les observations, les critiques et les propositions des internautes. Les travaux de la commission se déroulent dans le cadre d’auditions, d’ateliers et de réunions plénières organisés du 30 août 2007 au 5 janvier 2008.

La Commission pour la libération de la croissance française remet le 15 octobre 2007 un rapport d’étape présentant ses premières propositions centrées d’une part sur l’amélioration du pouvoir d’achat par la baisse des prix, d’autre part sur le logement.

Jacques Attali, président de la Commission, est entendu par la commission des affaires économiques, de l’environnement et du territoire de l’Assemblée nationale le 14 novembre et le 5 décembre 2007.

Le président, les rapporteurs généraux et les membres sont également reçus à déjeuner par le Premier ministre le 5 décembre 2007.

La relecture finale du rapport par les membres se déroule les 4 et 5 janvier 2008 dans les locaux de la Commission afin d’éviter toute communication du rapport ou d’extraits à l’extérieur.

La remise du rapport final, prévue selon le décret en décembre 2007, est reportée à la demande du Président de la République au 23 janvier 2008.

La remise officielle au Palais de l’Élysée est suivie d’une conférence de presse organisée au Théâtre du Rond-Point.

Le rapport final contient une liste de 316 propositions de réforme qui se déclinent en vingt « décisions fondamentales » correspondant à huit « ambitions » ou objectifs généraux ainsi qu’un calendrier de mise en œuvre jusqu’à la fin 2012. Le rapport souligne que toutes ses recommandations doivent être mises en œuvre dans leur intégralité pour pouvoir atteindre les objectifs et que toutes sont critiques pour le succès de l’ensemble. Le rapport propose notamment la réduction du coût du travail, l’ouverture des professions réglementées (pharmaciens, notaires, taxis, coiffeurs), la diminution de la dépense publique, la fiscalisation d’une partie du financement de la Sécurité sociale. D’autres propositions appellent une relance de l’immigration et la disparition progressive des départements, l’abrogation des lois Galland, Royer et Raffarin sur les prix ou la création d’« Écopolis », cités modèles, technologiques et écologiques.

Plusieurs propositions sont écartées par le Président de la République dès la remise du rapport, telles que la suppression des départements.

Les activités de la Commission dans le cadre de ce rapport cessent fin mars-début avril 2008.

Dans son rapport, la Commission n’anticipe pas la crise financière qui frappe l’économie mondiale en 2008, ni la profonde récession qu’elle provoque.

Afin de réévaluer la stratégie visant à accroître le potentiel de croissance économique, le Président de la République Nicolas Sarkozy demande en février 2010 (décret n° 2010-223 du 4 mars 2010) à la Commission Attali de reconsidérer son rapport, d’adapter et de compléter ses recommandations au regard du nouveau contexte économique.

La commission remet en octobre 2010 son second rapport intitulé Une ambition pour dix ans proposant une stratégie sur dix ans et identifiant deux urgences : le redressement des finances publiques et l'emploi.

Elle définit également deux priorités à long terme : l'éducation et la gestion des grands secteurs de croissance, dont l'environnement, les ressources naturelles et les grandes infrastructures.

Fonctions et activités

Le décret n° 2007-1272 du 27 août 2007 institue la Commission pour la libération de la croissance française et lui fixe les missions suivantes :

- rechercher les moyens d'améliorer la compétitivité et la productivité de l'économie française afin d'assurer une meilleure insertion de la France dans l'économie mondiale et européenne,

- analyser les obstacles auxquels se heurtent les projets d'investissement et de développement des entreprises, en particulier les petites et moyennes entreprises,

- examiner les simplifications de procédures qui apparaissent nécessaires,

- rechercher les leviers permettant d'améliorer l'impact des politiques économiques et réglementaires sur les comportements des ménages et des entrepreneurs et sur la croissance,

- formuler des propositions en vue d'augmenter le pouvoir d'achat des Français, d'améliorer le fonctionnement du marché des biens et des services et de renforcer le dynamisme et la mobilité de l'emploi, ainsi que le taux d'activité,

- identifier les actions et réformes à mener, incluant des mécanismes innovants permettant d'emporter l'adhésion des acteurs concernés.

Après sept mois d’auditions et de travail dans le cadre d’ateliers et de réunions plénières, la Commission remet le 23 janvier 2008 au Président de la République son rapport final.

Le décret n° 2010-223 du 4 mars 2010 fixe les missions suivantes à la Commission pour la libération de la croissance française :

- établir un bilan de la mise en œuvre des propositions formulées dans le rapport mentionné à l'article 4 de ce décret.

- formuler des propositions sur les réformes nouvelles qui lui paraissent nécessaires pour permettre une croissance forte et durable.

- rechercher en particulier les moyens de libérer les initiatives en faveur de la création d'emplois, de réformer les marchés des biens et services afin d'augmenter la concurrence au service du pouvoir d'achat, de lever les obstacles réglementaires injustifiés et de simplifier les procédures qui pèsent sur l'activité économique et sur les entreprises.

- proposer des mesures pour réduire la dépense publique et améliorer l'efficacité des services publics.

Après neuf mois de travail, la commission remet en octobre 2010, son second rapport.
