STRUCTURE

Note:

Composant du Secrétariat général, le service du pilotage et de l’évolution des services (SPES) conduit les réflexions stratégiques relatives à l’organisation des services, au pilotage du changement et à la modernisation de l’action publique et assiste les services dans leur mise en œuvre.

Il coordonne la relation du MEDDE et du MLETR avec leurs services déconcentrés, organise l’exercice de la tutelle des établissements publics et assure la tutelle des écoles.

Le service du pilotage et de l’évolution des services (SPES) comprend :

- la sous-direction de la modernisation (MOD) ;

- la sous-direction du pilotage et de la performance des services et des tutelles (PPST) ;

– la sous-direction de l’accompagnement du changement et de l’enseignement supérieur (ACCES).

Lui sont par ailleurs rattachés trois services à compétence nationale :

– la délégation à l’action foncière et immobilière (DAFI) ;

– l’institut de formation de l’environnement (IFORE) ;

– l’école nationale des techniciens de l’équipement (ENTE).

Le chef de service du pilotage et de l’évolution des services est assisté d’un adjoint, chef de service.

La sous-direction de la modernisation (MOD)

La sous-direction de la modernisation (MOD) élabore la stratégie de modernisation, d’évolution et d’organisation de l’ensemble des services des ministères MEDDE et MLETR, et coordonne sa mise en œuvre. Elle est garante à ce titre de la cohérence de l’ensemble des réformes concernant l’organisation des services des deux ministères ainsi que de ses établissements publics. Elle représente le ministère dans les instances interministérielles de modernisation de l’action publique. Elle assure le pilotage des réformes territoriales des services des deux ministères. Elle anime la gouvernance stratégique des systèmes d’information et de gestion de la connaissance, assure le secrétariat de l’instance chargée du pilotage stratégique des systèmes d’information. Elle promeut les démarches qualité au sein des services du ministère.

La sous-direction de la modernisation (MOD) comprend :

– le bureau de la stratégie et des processus de modernisation ;

– le bureau de l’évolution structurelle des services ;

– le bureau du pilotage des systèmes d’information ;

ainsi que deux chefs de projet.

La sous-direction du pilotage et de la performance des services et des tutelles (PPST)

La sous-direction du pilotage et de la performance des services et des tutelles, en liaison avec les ministères compétents et les directions et services concernés des deux ministères, coordonne la fixation des objectifs et la définition des moyens des services déconcentrés Elle veille à la mise en œuvre des instructions du Premier ministre en matière de pilotage des opérateurs ; notamment à l’occasion des dialogues de gestion, suit leur action et contribue à l’évaluation de leur performance. Elle conduit la politique de la performance et du contrôle de gestion au sein des ministères. Elle s’assure de la cohérence des dispositifs des ministères avec les autres dispositifs ministériels et interministériels dans les domaines de la performance, du contrôle et du dialogue de gestion et représente le ministère dans les instances interministérielles concernées. Elle coordonne l’évolution de l’ingénierie au sein des ministères ainsi que la mutualisation des fonctions support. Elle est chargée du pilotage de la tutelle des établissements publics. Elle est garante à ce titre de la cohérence des actions des établissements publics avec celles des services déconcentrés. Elle veille à la mise en œuvre des instructions du Premier ministre en matière de pilotage des opérateurs. Elle apporte aux directions de tutelle un appui méthodologique pour l’élaboration des contrats de performance des établissements publics et des lettres de mission de leurs cadres dirigeants et tient à jour les données de référence sur les établissements publics. Elle apporte un soutien mutualisé et coordonne l’expertise, notamment dans les domaines juridique, financier et statutaire. Au titre de la fonction de commissaire du Gouvernement exercée par le secrétaire général auprès de l’Agence de l’environnement et de la maîtrise de l’énergie, elle coordonne l’action des directions générales et des différents services participant à l’exercice de la tutelle du ministère sur l’agence. Elle est garante de la mise en œuvre des instructions du Premier ministre relative à l’élaboration et la diffusion des circulaires et veille à en assurer la cohérence d’ensemble.

La sous-direction du pilotage et de la performance des services et des tutelles (PPST) comprend :

– le bureau du pilotage et de l’animation des services et des réseaux ;

– le bureau du dialogue de gestion et de la performance.

– le bureau du pilotage de la tutelle des établissements publics.

La sous-direction de l’accompagnement du changement et de l’enseignement supérieur

La sous-direction de l’accompagnement du changement et de l’enseignement supérieur (ACCES) est chargée de piloter les réflexions, études et analyses prospectives relatives aux besoins prévisionnels du ministère et de ses établissements publics en termes de métiers, d’emplois, de compétences, de modes d’intervention et de pratiques managériales.

Elle établit les orientations stratégiques en matière de compétence et de formation, contribue ainsi aux plans et documents d’orientation dans ces domaines et veille à leur mise en œuvre. Elle élabore la politique d’accompagnement du changement et met en œuvre les dispositifs correspondants. Elle définit le cadre de référence en matière de pratiques managériales et déploie les dispositifs de professionnalisation correspondants. Elle assiste le secrétaire général pour la professionnalisation des cadres dirigeants. Elle élabore les orientations stratégiques pour les établissements d’enseignement supérieur du ministère et en coordonne le pilotage en liaison avec les services concernés. Elle assure la tutelle de l’École nationale des ponts et chaussées et de l’École nationale des travaux publics de l’État. Elle pilote l’activité de l’École nationale des techniciens de l’équipement.

La sous-direction de l’accompagnement du changement et de l’enseignement supérieur (ACCES) comprend :

– le bureau de la stratégie et de la prospective sur les emplois et compétences ;

– le bureau de l’accompagnement du changement ;

– le bureau du pilotage des écoles ;

ainsi qu’un chef de projet.

La délégation à l’action foncière et immobilière (DAFI)

La délégation à l’action foncière et immobilière (DAFI) est un service à compétence nationale chargé du pilotage et de la coordination des actions foncières mises en œuvre par les ministères de l’écologie, du développement durable et de l’énergie, et de l’égalité des territoires et du logement ou par les établissements publics qui leur sont rattachés afin d’accroître l’offre foncière d’origine publique destinée à des projets d’aménagement durable en vue notamment de la production de logements ; à ce titre :

– il répertorie les actifs fonciers du ministère et des établissements publics placés sous sa tutelle ;

– il favorise leur valorisation, leur acquisition et leur utilisation par les collectivités publiques et des opérateurs publics ou privés ;

– il établit des conventions d’objectifs avec les établissements publics mentionnés ci-dessus et en suit l’exécution ;

– il fournit une assistance technique aux services ainsi qu’aux organismes propriétaires ou affectataires des terrains ;

– il apporte son appui à l’action interministérielle visant à valoriser les terrains de l’État et de ses établissements publics.

Ce service à compétence nationale est aussi chargé du pilotage de la politique patrimoniale et immobilière des ministères de l’écologie, du développement durable et de l’énergie, et de l’égalité des territoires et du logement. À ce titre :

– il élabore les orientations, les schémas stratégiques et fixe les moyens budgétaires correspondants de l’action patrimoniale et immobilière des deux ministères. Il en assure la mise en œuvre ;

– il propose et conduit la stratégie patrimoniale et la programmation financière des crédits affectés aux ministères provenant des programmes immobiliers interministériels ;

– il est chargé de la représentation des ministères auprès des instances interministérielles pour la définition de la politique immobilière de l’État et est chargé du suivi des instruments de pilotage, partagés entre le service France Domaine et les autres ministères ;

– il assure l’expertise juridique, financière et technique en matière de cessions et d’opérations immobilières.

Enfin, il est chargé de la maîtrise d’ouvrage des projets immobiliers de l’administration centrale des ministères de l’écologie, du développement durable et de l’énergie, et de l’égalité des territoires et du logement ; ou d’autres projets immobiliers à la demande du secrétaire général.

La délégation à l’action foncière et immobilière (DAFI) comprend :

– un département foncier ;

– un département immobilier ;

– un département maîtrise d’ouvrage.

L’école nationale des techniciens de l’équipement (ENTE) remplit les missions de formation initiale et continue et de recherche pédagogique qui lui sont confiées. Ses missions principales portent sur :

la formation initiale diplômante des techniciens supérieurs du développement durable (TSDD) (1 an) recrutés à Bac+2, conduisant à la délivrance du titre de « Chargé(e) de projet en aménagement durable des territoires », inscrit au RNCP ;

la formation post-concours des secrétaires d’administration et de contrôle du développement durable (SACDD) (5 mois) recrutés à Bac ;

la formation continue, y compris des formations de reconversion ;

le développement de formation à distance et de ressources multimédia, en lien avec l’administration centrale, l’IFORE et le CMVRH, pour la formation à distance des fonctionnaires des MEDDE/MLET sur le développement durable.

L’école nationale des techniciens de l’équipement (ENTE) comprend deux établissements :

. l’établissement d’Aix-en-Provence

. l’établissement de Valenciennes

Historical note:

Le service du pilotage et de l’évolution des services (SPES) est créé comme l’ensemble du Secrétariat général lors de la fusion des ministères chargés de l’Equipement et de l’Environnement, en 2008, et de la création du Secrétariat. Il reprend, en partie, les missions de l’ancienne mission de la modernisation de la direction du Personnel, des Services et de la Modernisation, ainsi, que de la sous-direction des services et de la décentralisation de la même direction. Cette réorganisation sous la forme d’un service au sein du secrétariat général, montre la volonté de mettre en avant la prospective, la modernisation, le pilotage et l’animation des services déconcentré, des écoles et des établissements publics, ainsi que l’accompagnement des services.

You can filter results by selecting where your search terms appears specifically inside the archival description:

  • The name can be the full name of a person, family or organisation as well as only parts of it, e.g. only the last name.
  • The identifier is used internally by the institution or refers to (inter)national vocabularies such as the Virtual International Authority File (VIAF).
  • The place can be the place of birth (or foundation), the place of death (or closing), the place of work or any other place of importance.
  • The occupation is the profession or job of a person.
  • The mandate is a law, directive or charter that establishes and defines an organisation's powers, functions, responsibilities or sphere of activities.
  • The function is an activity, role, or purpose performed or manifested by a person, family or organisation.

  • A family (e.g. Bonaparte, or Helgason);
  • A corporate body, i.e. the name of an institution, organisation, or company (e.g. Ministerie van Justitie, or Electro Mecánica Antonio Armentano)

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.
  • A national archive holds the records of a country's administrative bodies, i.e. from ministries and other public bodies, sometimes also private papers of former ministers, chancellors, or presidents.

  • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format
