Rentrent dans les attributions du service des reboisements la révision des périmètres décrétés antérieurement à la loi du 4 avril 1882, l'établissement des périmètres d'utilité publique de restauration et de mise en défens, la délimitation et le bornage de ces périmètres. Les acquisitions, conformément aux dispositions de la loi du 3 mai 1841, des terrains compris dans les périmètres de restauration, les acquisitions suivant les règles du droit commun, des terrains pouvant être appelés exceptionnellement à compléter ces périmètres, les projets de contrats, les travaux et dépenses de toute nature, les marchés à l'approbation du directeur ou du ministre, les subventions en nature, en argent et en travaux, les indemnités à allouer aux propriétaires conservant la propriété des terrains situés dans les périmètres, les indemnités pour privation de jouissance dans les périmètres de mise en défens, la réglementation des pâturages communaux, la révision annuelle de la liste des communes assujetties à cette réglementation, les pépinières et sécheries affectées aux travaux de reboisement, la récolte, l'achat et les essais de graines à fournir par l'administration dans le cadre du reboisement et du repeuplement, la répartition des graines complètent les missions du service des reboisements (art. 2 de l'arrêté du 28 décembre 1883).

HISTORICAL NOTE

Historical note:

L’administration des forêts fait partie des six services qui composent le ministère de l’Agriculture créé en novembre 1881. Elle est le fruit d'une longue histoire d'administration des forêts, dont la création en tant qu'institution remonte au XIIIe siècle. Au XIXe siècle, celle-ci est confiée au ministère des Finances, jusqu'en 1877 où elle rejoint le ministère de l'Agriculture et du Commerce. Le décret du 18 février 1882 crée quatre directions dont la direction des forêts qui se compose de quatre services : le service du personnel et du contrôle, le service de l'aménagement et de l'exploitation, le service des reboisements et travaux, le service du contentieux et de la comptabilité. Ces quatre services vont évoluer au fil du temps, en gardant une certaine stabilité autour de trois missions : contentieux et enseignement ; aménagement et exploitations ; reboisement et défrichements. Les missions du service des reboisements sont complétées par le décret du 23 octobre 1883 portant création d'un service exclusivement chargé d'assurer la bonne application de la loi du 4 avril 1882 relative à la restauration et à la conservation des terrains en montagne. En juillet 1897, l’administration des forêts se voit confier l’étude des projets et l’exécution des travaux d’utilisation agricole des eaux dans les régions forestières ou pastorales : les cours d’eau ou partie des cours d’eau non navigables sont donc rattachés au service des forêts, pour leur utilisation, l’hydraulique agricole restant chargée de la police et de l’entretien de ces cours d’eau. En 1898, les améliorations pastorales, pêche et pisciculture apparaissent comme service autonome dans la direction qui prend désormais le nom des eaux et forêts, bien que la direction de l’hydraulique agricole en soit bien détachée. En 1909, la direction est réorganisée, en bureaux et sections, et la direction des eaux et forêts devient une direction générale, la direction de l’hydraulique et des améliorations agricoles étant toujours séparée d’elle. Il faut attendre 1911 pour que les services des forêts soient regroupés avec les services de l’hydraulique au sein de cette direction générale des eaux et forêts, jusqu’en 1930.

  • A corporate body, i.e. the name of an institution, organisation, or company (e.g. Ministerie van Justitie, or Electro Mecánica Antonio Armentano)

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.
