L’expression « Foyers de jeunes travailleurs » est utilisée pour la première fois en 1941 par la Jeunesse ouvrière chrétienne qui ouvre cette année-là un foyer à Tours (Indre-et-Loire). Néanmoins, des foyers accueillant des apprentis et de jeunes ouvriers existent depuis la première moitié du 19e siècle. Ils sont issus de différents courants de pensée.
Au lendemain de la deuxième guerre mondiale, le développement de l’industrie et l’explosion démographique accélèrent l’exode rural. De jeunes travailleurs arrivent en ville et sont confrontés à une grave crise du logement. Dans ce contexte et, sous l’impulsion de l’Etat, se développent des foyers de jeunes travailleurs destinés à accueillir ces jeunes « déplacés ».
La nécessité de rassembler ces foyers, issus de différents mouvements, au sein d’une union s’impose peu à peu. Le 15 décembre 1954, un premier regroupement, l’Union des foyers de jeunes travailleurs (UFJT), est créé sous l’impulsion notamment du mouvement des Amitiés sociales. Les membres fondateurs en sont Robert Reme, responsable du foyer de Rennes et président des Amitiés Sociales, Guy Houist, administrateur des Amitiés Sociales, Jean-Marie Despinette, président du foyer de Courbevoie et Michel Bidoux, président de l’Union nationale des secrétariats sociaux. Les statuts de la nouvelle association sont déposés, le 21 janvier 1955, par Jean-Marie Despinette.
Le 31 mars 1955, la Jeunesse ouvrière chrétienne décide de constituer une autre structure, la Fédération française des foyers de jeunes travailleurs. Mais un accord est rapidement trouvé et le 26 mai 1955, les membres des deux fédérations se regroupent dans l’UFJT. A cette date, est élu un conseil d’administration composé de 9 membres représentant les foyers et 3 membres représentant les mouvements de jeunesse.
L’UFJT a pour mission de représenter les foyers de jeunes travailleurs auprès des pouvoirs publics et propose les grandes orientations de la politique d’accueil des jeunes. Par ailleurs, elle coordonne les projets des foyers et négocie les crédits d’Etat.
Dans les premières années, l’Union se consacre à créer des foyers et à assurer ses fonctions premières : l’hébergement et la nourriture. Au milieu des années 1960, un changement s’opère. Dans les foyers, les résidents ont de nouvelles attentes. Le foyer n’a plus comme seule fonction d’offrir un toit, il doit être un lieu de transition entre la fin de l’adolescence et l’âge adulte. La mission éducative du foyer qui était jusqu’alors secondaire devient une priorité. Jean-Marie Despinette acte ce changement lors du congrès national de 1967. L’enjeu, pour l’UFJT, est de faire reconnaître la fonction socio-éducative du foyer auprès des pouvoirs publics et de trouver des financements. Elle est finalement reconnue officiellement par une circulaire ministérielle, le 18 mai 1971. Les foyers de jeunes travailleurs y sont qualifiés « d’établissements à vocation sociale, dont l’utilité en matière de logement est inconstatable mais qui doit être complétée par une action éducative et socioculturelle favorisant la formation professionnelle, la promotion et l’insertion des jeunes résidents ».
Avec le développement de la crise économique et la montée du chômage à partir du milieu des années 1970, l’UFJT développe des actions d’insertion. Avec le concours du Fonds social européen, l’Union organise des stages d’insertion professionnelle entre 1981 et 1989, constitue des pôles d’aides à la création d’activité (RILE) en 1987 et participe au développement d’entreprises intermédiaires. Entre 1983 et 1990, dans le cadre d’un programme ministériel, l’UFJT est agrée comme centre de formation d’animateurs issus de milieux défavorisés. Elle développe également l’offre locative en participant à la création de fonds de garantie tels que la mutuelle du logement pour les jeunes en 1979 puis les CLLAJ (comité local pour le logement des jeunes) en 1988. Entre 1989 et 1994, un programme de réhabilitation et de restructuration des foyers, lancé dans le cadre d’un accord cadre signé avec l’Etat, contribue à diversifier et à mieux adapter l’offre de logement aux jeunes. A partir de 1986, à l’initiative du ministère chargé de la Santé, l’UFJT met en oeuvre des actions relatives à la santé des jeunes. Elle mène une campagne de prévention contre le SIDA et développe, au sein des foyers, un service appelé « Points Santé ».
L’UFJT s’engage également dans des actions internationales dans le cadre d’associations telles que l’Organisation européenne des foyers et services de jeunes travailleurs (OEUFSJT) créée en 1967 à l’initiative du président de l’Union des foyers de jeunes travailleurs allemands et l’ organisation européenne des associations pour l’insertion et le logement (OEIL) qui lui succède en 1991. Ces organisations regroupent des associations nationales de foyers de jeunes travailleurs des pays européens. Au sein de l’OEIL, l’UFJT développe des opérations transnationales telles que PRIME (pôle de ressources pour l’insertion et la mobilité en Europe) ou EURORILE (réseau d’initiative pour l’emploi).
En 2007, l’UFJT devient l’UNHAJ : Union nationale pour l’habitat des jeunes.
L’UNHAJ, comme auparavant l’UFJT, n’est pas une fédération mais une union regroupant les foyers de jeunes travailleurs et depuis le début des années 1990, les services tels que les services logements, CLLAJ et RILE. Des « regroupements affinitaires » composés d’au moins vingt adhérents peuvent être constitués, ils sont alors agréés par le conseil d’administration et s’acquittent d’une cotisation.
Les foyers sont regroupés au sein de structures régionales depuis 1965. Elles sont représentées par un délégué et sont appelées « délégations ». A partir de 1979, elles se constituent progressivement en association et deviennent des « Unions régionales ». Leurs présidents sont membres de droit du conseil d’administration de l’Union nationale.
Pour sa part, le siège national de l’Union est, à ses débuts, une structure légère composée de 5 à 6 membres permanents. Il augmente ses effectifs à mesure que l’action socio-éducative se renforce dans les foyers jusqu'à compter 40 membres permanents au début des années 1990.
Afin de mettre en application ses grandes orientations politiques, L’UFJT est dotée de commissions thématiques non permanentes. Par exemple, elle crée en 1980, une commission socio-éducative qui développe les actions de formation et effectue un suivi local. Il existe également de commissions statutaires telles que la commission Vie de l’Union en charge du suivi des adhésions.
