Outre le président Jean-François Hebert et le directeur Charles Personnaz, l'association compte au 1er janvier 2011 quatre personnes, dont un conservateur du patrimoine et un chargé de mission pour les expositions. Elle s'enrichit au fil du temps de différents chargés de missions, pour le portail numérique, le réseau des correspondants de la Maison, l'aménagement des futurs espaces, la politique des publics, la communication, les questions administratives et financières.
Projet de Maison de l'histoire de France et polémiques (2008-2010)
Élu président de la République au printemps 2007, Nicolas Sarkozy demande, dans la lettre de mission qu'il adresse à Christine Albanel, nouveau ministre de la Culture et de la communication, d'étudier le « projet de créer un centre de recherches et de collections permanentes dédié à l'histoire civile et militaire de la France ». Le 20 novembre suivant, le ministre de la Culture et de la communication et le ministre de la Défense demandent conjointement à Hervé Lemoine, alors conservateur du patrimoine à la direction de la mémoire, du patrimoine et des archives du ministère de la Défense, de proposer pour ce centre des solutions concrètes. Hervé Lemoine remet son rapport en avril 2008. En janvier 2009, lors de ses voeux au monde de la culture, le président de la République annonce la création de ce centre, et Jean-Pierre Rioux, le mois suivant, est chargé d'étudier les sites susceptibles de l'accueillir, en prenant en compte différents critères. Dans son rapport rendu en mai 2009, cinq sites sont proposés pour abriter la nouvelle institution : les Invalides, le palais de Chaillot, le château de Vincennes, le château de Fontainebleau, le Grand Palais. Remplaçant Christine Albanel à la tête du ministère en juin 2009, Frédéric Mitterrand reprend à son compte le projet, fait examiner d'autres sites et confie à Jean-François Hebert, président de l'établissement public du château de Fontainebleau, la rédaction d'un nouveau rapport. Intitulé "Éléments de décision pour la Maison de l’Histoire de France", celui-ci est remis en avril 2010 ; il évoque la possibilité d'un site bâti ex nihilo sur les anciennes friches industrielles de l'île Seguin, à Boulogne-Billancourt, et propose d'associer au futur établissement public neuf musées d'art et d'histoire dépendant du ministère de la Culture et de la Communication.
Le 12 septembre 2010, le président de la République annonce dans un discours prononcé au musée national de la Préhistoire des Eyzies-de-Tayac, en Dordogne, le choix du quadrilatère des hôtels de Rohan et Soubise comme lieu d'implantation de la Maison. Ce choix se justifie à la fois par des motifs financiers, puisqu'il ne nécessite pas de constructions neuves, et par des raisons intellectuelles, la Maison de l'histoire de France se trouve ainsi située aux côtés de l'établissement chargé d'en conserver les sources principales. Dans l'immédiat, cette décision a deux conséquences : l'activation de l'association de préfiguration de la Maison de l'histoire de France, créée quelques mois auparavant, placée sous la présidence de Jean-François Hebert et déjà installée aux côtés des Archives nationales ; et le déclenchement d'un ensemble de polémiques, le plus souvent par voie de presse, qui se focalisent sur trois thèmes. Le premier tient à la remise en cause de l'initiative politique dans le domaine de l'histoire de France : des articles récusent ce qui est considéré comme une intrusion du chef de l'État dans un domaine ne lui appartenant pas, et regardent le projet comme l'expression d'une idéologie avec laquelle les auteurs de ces papiers se trouvent en désaccord. Le second porte sur le choix du lieu, et invoque le fait que le déménagement des Archives nationales, programmé depuis 2004, ne laisse pas à la Maison de l'histoire de France la place suffisante pour s'installer ; cet argument est particulièrement développé par une partie des cadres et des représentants syndicaux des Archives nationales. Le troisième, enfin, porte sur la légitimité et le fonctionnement d'un musée d'histoire : celui-ci ne risque-t-il pas d'être instrumentalisé par le pouvoir politique ? Comment le caractère figé d'une salle d'exposition peut-il rendre compte de l'évolution incessante de la recherche historique ? Quelles collections présenter dans ce musée ? Le cadre national est-il encore, au début du XXIe siècle, un cadre pertinent ? Des organes de presse, en ligne ou sur papier, des réunions publiques, quelques banderoles à l'entrée des Archives nationales entretiennent cette polémique, qui connaît ses heures les plus intenses entre la fin de l'automne 2010 et le printemps 2011.
Création de l'association de préfiguration de la Maison de l'histoire de France et premiers travaux (2010-2011)
L'association de préfiguration de la Maison de l'histoire de France (APMHF) est créée en mars 2010 et placée sous la présidence de Jean-François Hebert et la direction de Charles Personnaz.
Entre temps, le ministre de la Culture avait décidé de placer la Maison de l'histoire de France sous les auspices d'un comité d'orientation scientifique. Après des consultations étendues, ce comité est installé le 13 janvier 2011 sous la présidence d'honneur de Jean Favier et sous la présidence de Jean-Pierre Rioux. Il compte vingt membres, représentatifs de « l'ensemble des champs et des disciplines de l'histoire », et auxquels le ministre confie, dans son discours, « l'élaboration et la définition même du coeur du projet ». Aussitôt réuni, le Comité met au point un calendrier de rencontres régulières.
Lors de sa séance du 3 mars 2011, le comité décide de rédiger et de diffuser à la fin du 1er semestre 2011 un avant-projet, étape préalable à la rédaction du projet définitif, dont la remise est annoncée au début de l'année 2012. En recevant ce texte au cours d'une conférence de presse tenue le 16 juin 2011, le ministre de la Culture et de la Communication émet le voeu qu'il fasse l'objet d'une large concertation. Aussi est-il largement diffusé, par une mise en ligne, par un envoi nominatif à un large échantillon de personnalités qualifiées du monde culturel et scientifique, et enfin par l'organisation de rencontres locales : sept rencontres régionales sont programmées entre septembre et novembre 2011, dans les villes de Lyon, Paris, Marseille, Toulouse, Rennes, Lille et Strasbourg. D'autres rencontres similaires ont lieu, en fonction des demandes : auprès des directeurs d'archives départementales, auprès des correspondants en DRAC des villes et pays d'art et d'histoire, lors des rendez-vous de l'histoire de Blois et de différents salons et rencontres d'historiens (Verdun, Versailles, Brive...), etc.
Outre ces présentations, l'association travaille dès sa création à préparer les structures juridiques et financières de l'établissement public destiné à la remplacer, et à mettre en oeuvre les différentes facettes du projet : réseau des lieux d'histoire et de mémoire, volet numérique, galerie permanente de l'histoire de France, expositions... L'avant-projet de la Maison de l'histoire de France prévoit dans les futurs espaces parisiens de la Maison un espace de présentation permanente, montrant l'histoire de France des origines à nos jours, et des espaces dédiés à des expositions temporaires de questions d'histoire. Une première exposition temporaire est annoncée par le président de la République lors de son discours de septembre 2010. Ayant repris ce projet à son compte dès ses premières réunions, le comité d'orientation scientifique réfléchit à une exposition de préfiguration qu'il prévoit d'organiser dans le courant de l'année 2013. Pour marquer l'ouverture de la Maison, cependant, il est décidé d'organiser une exposition-événement, susceptible d'attirer tous les publics et de faire connaître le projet naissant. Dans son discours prononcé au Puy-en-Velay, le 3 avril 2011, le Président de la République annonce cette exposition, précisant qu'elle porte sur la collection des plans-reliefs des villes frontières. Un partenariat est rapidement noué entre l'association, la RMN-Grand Palais et le musée des Plans-reliefs. Chacun des partenaires y voit son intérêt, et le public plébiscite l'événement, puisque 140 000 visiteurs se pressent sous la nef du Grand Palais entre le 18 janvier et le 17 février 2012.
L'établissement public Maison de l'histoire de France (22 décembre 2011-24 décembre 2012)
Au même moment, la Maison de l'histoire de France devient, par décret du 22 décembre 2011, « établissement public ». Maryvonne de Saint-Pulgent est nommée à sa tête, succédant ainsi à Jean-François Hebert pour conduire le projet. Enrichi des réactions reçues lors de l'avant-projet, le projet du comité d'orientation scientifique est rendu public en janvier 2012, et largement diffusé. Alors que les polémiques faiblissent, qu'un accord de répartition des lieux est en cours avec les Archives nationales et que les premières réalisations concrètes en vue de l'aménagement du quadrilatère Rohan-Soubise s'annonçent, la Maison est prise dans le calendrier électoral. Les projets sont mis en sommeil au printemps 2012, et Aurélie Filipetti, ministre de la Culture, en annonce la suppression le 24 août 2012. L'établissement est dissous par décret du 24 décembre 2012, et les quatorze personnels de la Maison reclassés dans différents services du ministère.
