Genèse de l'institution
L'Exposition universelle de 1878 présente pour la première fois au public des objets "pittoresques" des sociétés paysannes européennes. L’engouement pour ces collections est tel qu’il est décidé l’année suivante d’ouvrir, sur le lieu même de l’exposition, le musée d’Ethnographie du Trocadéro. En 1884, l'ouverture de la « salle de France » dans laquelle sont rassemblés des costumes traditionnels français et la reconstitution de quelques intérieurs paysans collectés par Armand Landrin, marque véritablement l'origine des arts et traditions populaires en France.
En 1928, Paul Rivet, nommé directeur du Musée d'Ethnographie du Trocadéro, assisté de son adjoint et muséographe, Georges-Henri Rivière, décide de réorganiser le musée. Cette entreprise conduit quelques années plus tard à la création du Musée de l'Homme, consacré à l'ethnologie exotique, et à celle d'un « musée du folklore français ».
Le 1er mai 1937, le décret portant la création d'un « département des arts et traditions populaires » au sein des musées nationaux et installé dans le Palais du Trocadéro (dénommé ensuite Palais de Chaillot), est signé par Albert Lebrun, Président de la République. La direction est donnée à Georges-Henri Rivière. Dès lors, Georges-Henri Rivière s'attache à montrer, valoriser et faire connaître les cultures populaires, mais également à les étudier. C'est pourquoi dès le départ, Georges-Henri Rivière inscrit le MNATP dans la catégorie du « musée-laboratoire », liant intimement recherche et collecte, selon des préceptes scientifiques et méthodologiques d'ores et déjà élaborés au Musée d'Ethnographie du Trocadéro.
La recherche
Entre 1937 et 1972 (date de son installation aux abords du bois de Boulogne), une série d'enquêtes est organisée, notamment des enquêtes de terrain à l'issue desquelles les enquêteurs rapportent des objets (meubles, textiles, ustensiles domestiques, etc). Au cours de ces enquêtes sont produits des documents (carnets de croquis, journaux de route, photographies, etc) destinés à être versés à « l'Office de documentation folklorique » (ancien service des archives et de la documentation photographique) du MNATP selon des procédures strictement établies par Georges-Henri Rivière.
Parmi les enquêtes les plus importantes organisées à cette époque, sont à citer :
L'enquête en Sologne (1937, étude des fermes, de l'artisanat, des pèlerinages et dévotions),
l'enquête sur le folklore musical en Basse-Bretagne (1937-1939),
les enquêtes s'inscrivant dans les « Chantiers intellectuels » organisés dans le cadre du Commissariat à la Lutte contre le Chômage de la Délégation Générale à l’Équipement National : l'Enquête sur l'Architecture Rurale (EAR, chantier1425, 1941-1946), l'Enquête sur le Mobilier Traditionnel (EMT, chantier 909, 1941-1946), l'enquête sur les techniques artisanales (chantier 1810, 1942-1946),
l'enquête menée dès 1947 par Pierre Soulier sur le patrimoine du théâtre de marionnettes français, qui a permis l'acquisition de théâtres entiers, de décors, photographies et de milliers de marionnettes.
Puis, entre 1964 et 1968, dans le cadre des Recherches Coopératives sur Programme (RCP), les deux enquêtes organisées par le CNRS et avec le concours du MNATP. Ces deux enquêtes ont permis l'étude pluridisciplinaire de deux régions : l'Aubrac et le Châtillonnais, ainsi que la collecte d'objets. La reconstitution du « buron de l'Aubrac » (ferme où se fabrique le fromage), né de la collecte, devient un point fort de la muséographie de Georges-Henri Rivière, dans la Galerie culturelle.
En 1966, la recherche au sein du musée devient institutionnelle, par la signature d'une convention entre le CNRS et la Direction des Musées de France, marquant ainsi la création du laboratoire associé au Musée : le Centre d'Ethnologie Française (CEF).
Les collections
Le 18 avril 1884, à son ouverture, la « Salle de France » présente la variété des provinces françaises. Les objets alors exposés figurent parmi les plus anciens inscrits sur les inventaires du musée. En 1937, le MNATP qui à son ouverture occupe 2 000 m² dans les sous-sols du Palais de Chaillot, regroupe les collections françaises provenant du Musée d’Ethnographie du
Trocadéro, soit 7 334 objets référencés.
A partir de 1939, les enquêtes lancées sur le terrain par Georges Henri Rivière, comme celle portant sur la musique instrumentale en Basse Bretagne, et les trois grands chantiers nationaux concernant le mobilier traditionnel, l’architecture rurale et les techniques de l’artisanat contribuent à un enrichissement massif des collections. Objets, estampes, cartes postales, photographies et enregistrements sonores sont autant de témoignages de la France rurale. L'implantation au MNATP, entre 1965 et 2005, de l’Unité mixte de Recherche (UMR) du CNRS, Centre d’Ethnologie française, participe également à l'accroissement des collections, Enfin,à partir de 1969, alors que l'inventaire comprend déjà plus de 82 000 objets, les campagnes de fouilles et d’acquisitions, financées par le CNRS et l’EHESS et dirigées par le groupe d’archéologie médiévale du MNATP, enrichissent les collections du musée de poteries carolingiennes, de céramiques du Beauvaisis et des objets trouvés lors des fouilles effectuées dans le village médiéval de Dracy en Côte-d’Or.
Les bâtiments
Dans ce contexte de « musée-laboratoire », les locaux du Palais de Chaillot abritant le musée se sont vite révélés inadaptés. Ils interdisent la mise en place d'une exposition permanente, même s'ils permettent l'organisation d'une vingtaine d'expositions temporaires par Georges-Henri Rivière, entre 1951 et 1963.
En 1954, le Palmarium du Bois de Boulogne est attribué au MNATP afin de pouvoir accueillir le nouveau musée. Or ce bâtiment en fer qui ne répond pas aux besoins d'un musée moderne, est démoli. Sur son emplacement est construit un nouveau bâtiment (le « Nouveau siège ») par l’architecte Jean Dubuisson, élève de Le Corbusier, secondé par Michel Jausserand.
Le bâtiment est achevé en 1969. Il est conçu en fonction des exigences muséographiques de Georges-Henri Rivière et des besoins administratif et scientifique du musée (centre de documentation et phonothèque pour la recherche, cinémathèque...). Il renferme une galerie d'étude, ouverte et inaugurée en 1972, destinée aux étudiants, collectionneurs et spécialistes. Elle est composée de vitrines consacrées à des thèmes relatifs à la culture populaire française et aux processus technologiques de la société pré-industrielle.
Suit, en 1975, l'ouverture d'une seconde galerie : la galerie culturelle, à destination du grand public. Élaborée par Georges-Henri Rivière, avec le concours de Claude Lévi-Strauss, elle évoque la culture matérielle et immatérielle de la France rurale.
Mutation du musée et fermeture
Entre 1970 et 2005 (date de la fermeture du musée), les enquêtes-collectes se poursuivent sur des thématiques plus larges. Parmi celles-ci se distinguent celles sur le cirque et la fête foraine (Zeev Gourarier, Jacqueline Christophe), sur le SIDA (Françoise Loux), sur le Hip-Hop et le graphiti (Claire Calogirou), sur les musiques amplifiées (Marc Touché). Elles contribuent largement à l'enrichissement des collections du musée.
Les objets sont mis en valeur par de nombreuses expositions temporaires (une centaine entre 1972 et 2005). Cependant le musée souffre progressivement d'une baisse de fréquentation. A la fin des années 90, une restructuration du musée s'impose.
En mai 2000, le Comité interministériel d’Aménagement durable du Territoire (CIADT) confirme la délocalisation du MNATP-CEF à Marseille et sa transformation en Musée des civilisations de l'Europe et de la Méditerranée (MuCEM), décision soutenue par la ministre de la Culture et de la Communication, Catherine Tasca.
En 2002, le premier projet scientifique et culturel du nouveau musée est publié, il s'intitule : Réinventer un musée, le musée des Civilisations de l’Europe et de la Méditerranée. Une antenne est alors installée à Marseille, chargée d’organiser les expositions et de nouer des partenariats locaux.
En février 2004, Rudy Ricciotti / RTC Associés est lauréat du concours d’architecture pour la construction du nouveau musée sur l'ancien môle portuaire J4. La restauration du Fort Saint Jean est entreprise sous la maîtrise d’œuvre de François Botton, architecte en chef des monuments historiques. Enfin, Corinne Vezzoni et Associés, remporte le concours d’architecture pour la création du centre de conservation et de ressources documentaires (CCR) situé à la Belle de Mai. Parallèlement s'ouvre le chantier des collections sur le site parisien.
Par décret du 22 juin 2005, le MNATP est officiellement intitulé « Musée des Civilisations de l'Europe et de la Méditerranée ». La fermeture au publicdu musée sur le site parisien intervient en septembre 2005.
Depuis 2005, le chantier des collections à Paris se poursuit, tandis qu'à Marseille, une dizaine d'expositions de préfiguration sont organisées, permettant ainsi au MuCEM de se faire connaître du public marseillais.
