Née en 1975 de la loi dire « loi Mazeaud », la F.F.S.U. est l’héritière de l’Association du sport scolaire et universitaire (A.S.S.U.) qui se scinde en deux à cette date, donnant vie à l’Union nationale du sport scolaire (U.N.S.S.) et à la F.F.S.U. L’histoire du sport scolaire et universitaire se développe à travers plusieurs étapes. La première est franchie en 1923 lorsque des circulaires ministérielles donnent les premières structures rationnelles aux diverses initiatives qui se développent à travers le pays. C’est notamment l’établissement d’un premier contrôle sur l’élève par l’obligation de la pièce d’identité scolaire, qui préfigure la licence. Ces différents organismes se regroupent en 1934 afin de former la première association universitaire de France : l’Office du sport scolaire et universitaire (O.S.S.U.). En 1938, cette association, sous le contrôle du ministère de la Jeunesse et des Sports, qui a des représentants au sein du conseil d’administration, profite de nombreuses subventions de l’Etat et remplit une mission d’intérêt général. L’ordonnance du 12 octobre 1945 et l’arrêté du 5 novembre de la même année donnent encore plus d’appui à l’O.S.S.U., en imposant en outre la constitution d’associations sportives dans tous les établissements scolaires, à l’exception des écoles primaires et des facultés.
En 1962, l’O.S.S.U. devient l’A.S.S.U. qui connaît un développement extraordinaire. Cet organisme devient si lourd à gérer qu’il est nécessaire dès les années 1970 de la faire éclater. Une première branche est réservée à l’organisation du sport en milieu scolaire : l’U.N.S.S. Quant à la seconde, elle est mise en place pour fonctionner dans le milieu universitaire : il s’agit de la F.F.S.U.
C’est le décret du 9 septembre 1977 qui, en application de la loi du 29 octobre 1975 a approuvé les statuts de la F.F.S.U. Déclarée conforme à la loi de 1901, la F.F.S.U. a alors pour mission d’organiser et de développer le sport amateur de compétition pour les étudiants et élèves des universités et des établissements d’enseignement supérieur, et, à leur demande, pour les élèves des classes post-baccalauréat. Elle est notamment chargée de susciter la création d’association dans les universités, de les regrouper et de contrôler la régularité de leurs statuts et de leur fonctionnement. Elle gère également tout le domaine des compétitions nationales ou internationales, de l’organisation au contrôle de leur bon déroulement. Ces compétitions sont de deux types : les championnats du monde universitaires qui sont organisés les années paires pour chaque discipline dans un lieu différent, et les universiades, les années impaires, qui regroupent plusieurs sports sur le même site. Ces universiades peuvent être assimilées à des jeux olympiques pour étudiants. En hiver, se déroulent les compétitions de ski et en été, les autres disciplines.
Les associations sportives des universités ou des établissements d’enseignement supérieur régis par la loi d’orientation de l’enseignement supérieur du 12 novembre 1968 sont obligatoirement affiliées à la F.F.S.U. ; toute autre association satisfaisant aux conditions fixées par les statuts et le règlement de la fédération peut également demander son affiliation.
Le siège de la fédération nationale est installé à Paris puis au Kremlin-Bicêtre. A l’échelon national se tiennent une assemblée générale, un comité directeur, des commissions mixtes nationales pour chaque discipline sportive pratiquée. Le président du comité de direction est président de la fédération. Il préside l’assemblée générale et représente la F.F.S.U. en justice et dans tous les actes de la vie commune. Egalement appelé « directeur », il est nommé par le ministre chargé des sports, après consultation du comité de direction.
Dans chaque académie, se sont mis en place un Comité régional du sport universitaire (C.R.S.U.) et des commissions mixtes techniques régionales pour chaque discipline sportive pratiquée.
Outre des subventions provenant du budget du ministère de la Jeunesse et des sports, la F.F.S.U. peut recevoir le soutien financier du Fonds national pour le développement sportif (F.N.D.S.). Ce dernier, crée en 1979, est un compte d’affectation spécial du ministère de tutelle de la F.F.S.U. Il tire ses fonds, à 95%, des gains de la Française des jeux, dont 2,9% du chiffre d’affaire lui est reversé. Géré en parallèle du fonds national de développement de la vie associative (F.N.D.V.A.), le F.N.D.S. crée pour chaque recette spécifique une dépense spécifique. Ainsi, il subventionne les fédérations sportives, ou, au niveau déconcentré, les clubs et les associations, les équipements sportifs et, enfin, les grands événements. Avant 1986, le F.N.D.S. subventionnait surtout des actions ponctuelles, notamment pour le sport de haut niveau. Après cette date s’établissent des conventions entre le ministère qui accorde un financement issu du FNDS et l’organisme qui désire le recevoir.
Mais la F.F.S.U. n’est pas le seul organisme de ce type, que ce soit au niveau national ou au niveau international. Elle entretient notamment de nombreuses relations avec l’U.N.S.S., sa « sœur jumelle » dont le domaine d’action se situe au niveau scolaire, avant le baccalauréat. Elles s’associent dans l’organisation de championnat d’un même sport, mais où l’éventail des catégories est adapté au niveau de tous.
La F.F.S.U. est également en relation avec l’Union nationale des clubs universitaires (U.N.C.U.). organisme quasiment semblable à la F.F.S.U., l’U.N.C.U. s ‘en différencie par la nature de ses licenciés. En effet, si la F.F.S.U. n’accepte comme adhérents que des étudiants, l’U.N.C.U. reçoit dans son cadre toute personne désirant faire du sport. Néanmoins, elle utilise les installations universitaires pour la pratique quotidienne de ses activités.
La F.F.S.U. rencontre souvent son homologue allemand, l’Allgemeiner deutscher Hochschulverband (A.D.H.), dans le cadre de l’Office français pour la jeunesse (O.F.A.J.). L’idée de fonder un organisme commun aux deux pays date de l’entre-deux-guerres, et les actions destinées à rapprocher les deux nations se sont multipliées, en particulier sous l’impulsion des politiques convergentes de De Gaulle et Adenauer. En 1963, l’accord sur l’Office franco-allemand pour la jeunesse met à la disposition des deux pays un organisme commun, co-financé à part égales.
La F.F.S.U., telles d’autres fédérations sportives, s’est affiliée au Comité national olympique et sportif français (C.N.O.S.F.), né en 1971 de la fusion du Comité national des sports (C.N.S.) et du comité olympique français (C.O.F.). Le C.N.O.S.F., en accord avec les directives du Comité international olympique, établit les règles sportives et veille à leur respect. Il reconnaît la qualité d’amateur et arbitre, si nécessaire, les différents conflits entre les fédérations et leur licenciés. Le C.N.O.S.F. représente le sport français auprès des administrations et organismes officiels, qu’ils soient nationaux ou étrangers. Il participe également à la préparation et à la sélection des athlètes français en vue des différentes compétitions internationales.
