L’Association générale des conservateurs des collections publiques de France (AGCCPF) est fondée en 1920 dans le but de resserrer les liens de bonne confraternité qui doivent unir tous ceux qui sont placés à la tête des collections publiques françaises ; d’étudier toutes les questions d’ordre scientifique ou administratif relatives aux musées ; de défendre les intérêts généraux dont ses membres ont la charge et de fournir au pouvoir public les renseignements ou les propositions qui pourraient être de nature à les éclairer dans leurs actes d’administration ou de législation, touchant les collections ou musées, de quelque nature qu’ils soient ; et de défendre les intérêts professionnels des personnes à qui est confié le soin de veiller sur ces collections, de les conserver et de les mettre en valeur.
Cette association est déclarée à la préfecture de la Seine le 24 avril 1922. Son siège est alors sis 212, rue de Rivoli, dans le 1er arrondissement de Paris. Sa reconnaissance d’utilité publique le 16 avril 1932 conduit à une modification de ses statuts. Ses nouveaux buts sont d’établir des liens réguliers et durables entre tous les responsables scientifiques des biens constitutifs du patrimoine national ; de contribuer à la conservation, à la transmission et à l’étude des collections ; de représenter la profession et les fonctions exercées par ses membres auprès des autorités et organismes français et internationaux.
En 1976, il est procédé à une nouvelle modification des statuts de l’association. Elle a désormais pour but d’établir et de développer des liens réguliers et durables entre tous les responsables scientifiques des biens constitutifs du patrimoine national, soit rassemblés dans les collections publiques, soit placés sous la tutelle de l’État et jouissant de l’inaliénabilité ; de contribuer à la conservation et à la transmission de ces collections, à leur étude dans le sens d’une intégration des disciplines muséologiques, à l’harmonisation des initiatives et des activités d’ordre culturel qui en découlent ; à la défense des intérêts publics dont ses membres ont la charge, l’Association pouvant ainsi être amenée à fournir aux pouvoirs publics les informations utiles à leurs actes d’administration et de législation, à leur soumettre les propositions qu’elle estime nécessaires à l’accomplissement de ses buts ; à la promotion de la profession et des fonctions exercées par ses membres, et à la formation de ceux-ci.
Cette modification des statuts de l’association est le résultat de plusieurs évolutions résultant de l’importante augmentation du nombre de ses membres depuis 1932, des changements intervenus dans les statuts des personnels et de la nécessité de mieux représenter au sein du conseil d’administration de l’AGCCPF la diversité des catégories de musées et notamment ceux de sciences et de techniques, d’arts plastiques et d’art décoratif, d’histoire, d’archéologie ou d’ethnographie.
Cette modification est aussi rendue nécessaire par l’institution et l’organisation de sections fédérées, une par région administrative métropolitaine (avant la loi n° 2015-29 du 16 janvier 2015 relative à la délimitation des régions, aux élections régionales et départementales et modifiant le calendrier électoral), afin d’assurer le lien entre les préoccupations locales des membres de l’association et la politique nationale de l’AGCCPF, mais aussi d’animer des projets impliquant une mise en réseau d’établissements ou de services patrimoniaux et la conjugaison de partenariats institutionnels, et de financements croisés.
Les membres de l’association appartiennent aussi bien à la fonction publique d’État qu’à la fonction publique territoriale. Conservateurs des musées nationaux, des musées de la ville de Paris, de ceux des collectivités locales ainsi que de musées associatifs, ou bien encore en poste dans des services d’archives ou de bibliothèques, ils dirigent des établissements pouvant relever de divers ministères. Représentant plus de deux mille professionnels de la conservation, l’Association joue à ce titre un rôle d’interlocuteur privilégié auprès de nombreuses instances. Outre les relais régionaux grâce à ses sections fédérées, l’association dispose de moyens variés pour atteindre les buts qu’elle s’est donnée.
Elle organise par exemple des journées d’étude aux thématiques variées : « La sécurité contre le vol » en 1966, « Les conservateurs et leurs partenaires : maires et amis de musées » en 1979, « Le musée, lieu et instrument d’innovation » en 1983, « Musées et financements européens » en 1998 ou encore « Musées de France et collections d’études » en 2004. Les interrogations sur les enjeux relatifs aux collections publiques sont également mises en perspective au cours de congrès (« Des musées pour l’an 2000 en région Nord-Pas-de-Calais », 1993), de journées d’étude (« La délégation de service public » en 2001) et de colloques (« Musées et communication » en 1996 ou « Conservateur du patrimoine : un métier pour le troisième millénaire » en 1998).
L’association coorganise des stages de formation avec l’École du Louvre ou l’Inspection générale des musées classés et contrôlés. Elle institue des groupes de travail ou des commissions pour réfléchir sur l’activité muséale et patrimoniale. Par exemple un groupe de travail sur le développement des musées de France ou la mobilité des conservateurs de musées. Pa exemple, en 1991, une Commission des musées de province dont le but est d’aider financièrement les musées des collectivités territoriales dans l’acquisition, la conservation et la restauration d’œuvres d’art mais aussi dans l’élaboration de catalogues, l’organisation de colloques et la construction de bâtiments en accordant des subventions. Elle participe à différentes manifestations publiques, notamment le Master Art de Paris en 1990 par exemple. Enfin, elle publie une revue intitulée Musées et collections publiques de France.
Suite à l’adoption par le Conseil d’État, lors de sa séance du 19 juin 2018, de statuts types des associations reconnues d’utilité publique, l’AGCCPF modifie ses statuts lors d’une assemblée générale, le 2 décembre 2019 et change de titre. Devenue Association nationale des conservateurs et des professionnels des musées et des patrimoines publics de France (tout en conservant son précédent acronyme), son objet est double. D’abord, il s’agit de réunir les professionnels qui œuvrent en faveur de l’inventaire, l’étude, la conservation, la valorisation et la diffusion des collections publiques et des patrimoines culturels, scientifiques, techniques et naturels, et de contribuer à la reconnaissance de leurs compétences et de favoriser leur formation initiale et continue. Ensuite, il s’agit d’être un interlocuteur des pouvoirs publics (ministères concernés, collectivités, État déconcentré) dans les actions visant à favoriser le fonctionnement et le développement des musées de France, des collections publiques et des différentes autres spécialités des patrimoines (archéologique, inventaire, archives, bibliothèques patrimoniales, monuments historiques).
