AIDES (France)
L'association AIDES a été créée en 1984 par le sociologue Daniel Defert suite au décès de son compagnon, le philosophe Michel Foucault. Les objectifs de cette association sont alors les suivants : « identifier et faire connaître les besoins sociaux des malades du sida ; créer des réseaux de soutien aux malades ; diffuser une information scientifique dans les milieux à haut risque et auprès du public ; encourager la recherche sur le sida par des interventions publiques et un soutien financier ; organiser des campagnes d'information, de prévention, de financement, de défense de l'image et de la dignité des malades. » (Extrait de la déclaration au Journal Officiel publiée le 21 décembre 1984). Dès le départ, AIDES a une volonté de transformation sociale : le VIH met en lumière les contradictions et tabous de la société, qu'il faut désamorcer pour mieux lutter contre le virus.
AIDES a connu trois grands moments qui ont marqué considérablement l'organisation et le fonctionnement de l'association.
AIDES association (1984-1988)
Lors de sa création, AIDES a un fonctionnement centralisé. Elle s'organise autour d'un conseil d'administration qui compte alors huit membres, élus lors d'une assemblée générale annuelle, qui nomme un bureau de cinq membres. Ce conseil d'administration a pour but de définir les grands axes de la politique de l'association.
Un véritable réseau se développe alors, qui va conduire à la création à une fédération d'associations. En effet, à la suite de la première association AIDES, AIDES Paris, créée le 4 décembre 1984, une vingtaine de comités vont se créer, dont le premier à Marseille en 1985. Il n'y a alors pas encore de cadre formel pour la création de ces comités. Toutes ces associations sont indépendantes les unes des autres.
C'est ce développement des groupes locaux qui poussera l'association à se restructurer, pour devenir une fédération en 1988.
AIDES Fédération nationale (1988-2002)
Le 13 mars 1988, l'association AIDES se transforme en AIDES fédération nationale. La Fédération est une association régie par la loi de 1901. En 1990, elle sera reconnue d'utilité publique, trois ans après sa demande. A cette période, sont également créés, en réponse à un appel d'offre de l'AFLS (Association Française de Lutte contre le Sida), SIS (sida info service) qui va développer le soutien téléphonique, et AIDES formation, établissement de formation, rattaché à AIDES.
Les comités sont dès lors affiliés à la Fédération, ils sont une entité juridique propre, et autonomes financièrement. La Fédération est administrée par un conseil d'administration qui prend le nom de Conseil National, auquel siègent les présidents des comités. Le Conseil National élit un bureau composé en règle générale du président, des vice-présidents, d'un secrétaire général, d'un secrétaire général adjoint et d'un trésorier. Le Conseil national élit le président de la Fédération et et sert de soutien aux comités. Le bureau du Conseil National est l'organe exécutif. Enfin, l'Assemblée générale, qui se réunit au moins une fois par an, débat puis vote les grandes orientations de la Fédération. Elle est constituée des représentants de l'ensemble des comités AIDES.
La Fédération organise ses interventions autour de quatre axes :
l'action communautaire et sociale
l'action médicale
la communication et le développement
l'administration et les finances
A partir de 1992-1993 des structures sont mises en place pour mener à bien ces actions : les commissions nationales et les groupes nationaux. Les commissions nationales sont composées de volontaires, d'administrateurs, et de permanents. Elles ont pour tâche de réfléchir et de définir le contenu des missions et des priorités d'actions de AIDES. Une commission peut coordonner des groupes nationaux, qui concentrent quant à eux leur réflexion sur une thématique spécifique. La plupart des commissions ont un référent salarié à la Fédération, qui coordonne les rencontres de groupe et fait le lien avec le réseau national.
En 1993-1994, AIDES complète son organisation. Des programmes d'action sont créés. A chaque programme correspond une ligne budgétaire et un pôle de compétence constitué d'une commission nationale et de groupes de travail nationaux.
Les comités :
En 1988 la Fédération rassemble 25 comités affiliés garants du respect de l'éthique et titulaires du label et du logo « AIDES ». En 1994, elle regroupe plus de 3600 volontaires, 31 comités et 86 pôles.
Le comité recouvre une entité géographique variable allant de la région au département. Sa gestion et sa comptabilité lui sont propres. Les membres des comités sont des volontaires. Le comité possède une administration et un mode de fonctionnement similaires à ceux de la Fédération. Les membres se rassemblent en Assemblée Générale qui élit un Conseil d'Administration qui se réunit à son tour pour élire un bureau.
Restructuration puis disparition de AIDES Fédération nationale (1998-2002)
En 1998 la Fédération se restructure pour faire face à des difficultés économiques dues à la baisse des ressources publiques, au déclin des ressources privées et à la disparition de AIDES Formation. L'association abandonne son organisation par programme et concentre son activité autour de trois grandes missions :
l'évaluation du besoin des personnes
les ressources pour l'action
la communication et le lobbying international.
Le réseau AIDES s'appuie alors sur des comités de pilotage.
En 2001, le réseau AIDES fusionne, et donne naissance à une association nationale unique. AIDES Fédération disparaît donc au profit d'une seule et même entité juridique et comptable.
AIDES, une seule et même association nationale (2002- ...)
En 1999 un processus de fusion des comités indépendants et de la Fédération AIDES en une seule entité est engagé. Il s'agit d'une association nationale, composée de délégation départementales, elles-mêmes rattachées à des délégations régionales. L'association unique entre en vigueur le 1er janvier 2002.
Le niveau national , siège de l'association, est situé à Pantin, et représente l'association au plan national et international.

AIDES triple son budget et le nombre de salariés
Création et montée en charge des CAARUD (Centre d'Accueil et d'Accompagnement à la Réduction des risques des Usagers de Drogues)
AIDES en tant qu'association nationale affine son organisation en 2010. En effet, l’ Assemblée générale 2010 a voté une modification du règlement intérieur de l’association qui réorganise le réseau. La délégation régionale demeure un plateau technique et de mutualisation. Animé par un conseil de région, cet échelon assure le soutien aux territoires d’actions pour les accompagner dans leurs prises de décisions et leur permettre de mener à bien leurs actions.Les délégation départementales sont remplacées par des Territoires d'Actions (TA) comme échelon de base pour l’engagement militant et la démocratie associative à AIDES. Le territoire d’actions constitue la plus petite entité politique de AIDES. Il sera composé de lieux de mobilisation (LM). Les lieux de mobilisation sont les lieux de l’action, ils peuvent être fixes (avec un local associatif) ou mobiles (ex : des bus d’échange de seringues, des permanences régulières).
Le siège garde ses prérogatives : il anime et coordonne en les mutualisant certaines actions du réseau, gère les actions nationales et internationales, et apporte son soutien aux régions AIDES en matière de ressources. Ce niveau est également l’interlocuteur des décideurs et partenaires sur le plan national et international.
La mise en place des TA n’entraîne aucune modification par rapport à l’existant concernant la gouvernance de l’association ni des instances politiques nationales.
Les différentes instances d’animation thématiques continuent leurs missions :
• Secrétariat Général du Réseau (SGR) : pilotage des actions nationales et internationales, animation des volontaires nationaux, réunissant notamment les présidents de région et assisté par le secrétaire général ;
• Conseil d’Orientation Administratif et Financier (COAF) réunissant notamment les trésoriers régionaux et le trésorier national ;
• Commission Nationale de Formation (CoNF) ;
• Groupe Mobilisation, Intégration, Accompagnement des Militants (MIAM) ;
• Groupes nationaux thématiques (HSH, HRP, femmes, migrants, …)
• Conseil d’Orientation Stratégique (COS), réunissant une dizaine de personnes qualifiées.
