Dans l'élan de la fondation de l’École nationale d'administration (ÉNA), l'Association des anciens élèves de l’École nationale d'administration (AAÉNA) est déclarée à la préfecture de la Seine le 7 novembre 1947. Son but est de représenter les anciens élèves auprès des pouvoirs publics et de défendre leurs intérêts professionnels, mais aussi d'établir et de développer des relations amicales entre eux et d'assurer un lien d’entraide. Elle est reconnue d’utilité publique en 1961.
En 1959, sous l'incitation de cette association générale, est créée la section éducation, dont l’objet est de rassembler, avec les mêmes buts, les anciens élèves de l’ÉNA en poste au ministère de l’Éducation nationale. Cette section devient autonome en 1961 et, le 14 novembre, est déclarée à la préfecture de la Seine sous le titre d’Association des inspecteurs généraux des services administratifs et des administrateurs civils du ministère de l’Éducation nationale, anciens élèves de l’École nationale d’administration.
Cette association est indépendante en ce sens qu’elle est dotée d’un conseil d’administration, d’un bureau et donc d’un président propres qui n’ont pas de compte à rendre à l’AAEENA. Elle lui reste malgré tout fortement liée : elle y envoie un délégué de section et présente un candidat à son conseil d'administration pour la section éducation.
L’association assure essentiellement un travail de défense des intérêts des personnels anciens élèves de l’ÉNA au sein du ministère selon plusieurs modalités.
La première est d’assurer une veille sur les statuts des deux corps des administrateurs civils et des inspecteurs généraux au sein du ministère ainsi que sur l’organisation dudit ministère, dans le but d’assurer aux personnels visés des perspectives de carrière et un indice indemnitaire intéressants. Ce travail, parfois effectué en lien avec d’autres associations professionnelles et syndicales, notamment l’Union syndicale des administrateurs civils (USAC), conduit souvent l’association à être elle-même force de proposition et à tenir un rôle actif lors des réformes.
L’association participe également à la gestion des carrières par la présentation d’une liste aux élections des représentants du personnel et aux commissions administratives paritaires. Si un décret, une nomination ou une délégation de signature lui semble porter préjudice au corps des administrateurs civils, l'association peut aller jusqu'à déposer des recours au tribunal administratif et au Conseil d'État.
Un autre volet de l'action de l'association est plus spécifiquement dédié à la défense des intérêts des anciens élèves de l’ÉNA au sein du ministère, afin d’assurer une visibilité des énarques auprès des ministres et de leur cabinet par des demandes d’audience et des échanges de vœux ainsi qu'une veille sur les débouchés et l'évolution de carrière.
Enfin, l'association a également pour but de favoriser un esprit de convivialité entre ses membres et organise régulièrement dans ce but des événements culturels ou festifs : visites de sites ou d'institutions culturelles et industrielles, cocktails, dîners, etc.
En 1989, le titre de l’association est modifié et devient Association des administrateurs civils et des inspecteurs généraux de l’Éducation nationale anciens élèves de l’École nationale d’administration.
Avec le temps, les buts fondamentaux de l'association évoluent peu, mais certains sont privilégiés à d'autres. Ainsi, dans les premières décennies de son existence, l'association est surtout concentrée sur la défense des intérêts des corps des administrateurs civils et des inspecteurs généraux, et son rôle de participation à la réflexion sur les réformes est plus prégnant. Au début des années 1990, ce rôle paraît s'émousser : il ne semble par exemple plus y avoir de recours contentieux déposés après 1992.
En revanche l'action de l'association est recentrée sur ses missions de réflexion prospective, par exemple en organisant un grand colloque en 1995 sur les administrateurs et l'innovation dans le système éducatif. Surtout l'association prend de plus en plus le rôle d'animateur de réseau en faisant le lien entre ses membres qu'elle informe de tous les événements touchant le corps des administrateurs civils de l'Éducation nationale (nominations, réformes, carnet…). Depuis 2000, cette situation est facilitée par la mise en place d'un réseau épistolaire numérique qui rend compte périodiquement de l'actualité du corps et de ses membres. Les rencontres conviviales deviennent dans le même temps plus régulières.
L'association, surtout axée à l'origine sur la défense active des intérêts de ses membres, est donc plutôt devenue avec le temps la base d'un réseau de solidarité professionnelle, dont témoigne le 1er octobre 2004 la déclaration en préfecture de la modification de son titre et de son objet. Elle devient l’Association des anciens élèves de l’École nationale d’administration de l’Éducation nationale, de l’Enseignement supérieur, de la Recherche, de la Technologie, de la Jeunesse et des Sports (ÉDUC-ÉNA), et son nouvel objet est de défendre les intérêts professionnels de ses membres, tant moraux que matériels, et d’entretenir des liens amicaux entre eux.
La présidence de l’association est notamment assurée par Alain Marcel Blanchard (1961-1966), André Garcia (1966-1967), Marc Gilbert (1967-?), Pierre Chiron (?-1975), Pierre Daste (1975-1978), Guy Coissard (1978-1980), Gérard Pagès (1980-1983), Jean-François Cuby (1983-1987), Jean Geoffroy (1987-1988), Jean-François Zahn (1988-1993), Myriem Mazodier (1993-2009) et Jean-Pascal Bonhotal (2009-?)
