Le 10 septembre 1944, le premier gouvernement Charles de Gaulle compte un ministre des Postes, Télégraphes et Communications, qui reprend les attributions de l’ancien secrétaire général des PTT. Cette décision renoue, par-delà la coupure de la guerre, avec la tradition gouvernementale interrompue en 1940, les PTT s’étant vu attribuer dès 1928 leur propre ministère, avant d’être relégués par le régime de l'État français à un niveau subalterne. Le Conseil supérieur des PTT, créé en 1923 et dissous à la veille de la guerre, n’a en revanche pas été reconstitué.
Dès ses premières années d’existence, le ministère doit faire face aux nouvelles perspectives des gouvernements de la Libération, puis de la IVe République, et en particulier la réforme de l’administration. Sous Eugène Thomas, qui détient le portefeuille sous 13 gouvernements jusqu’en 1959, il voit la création, par décret du 4 mai 1946, du corps des administrateurs des PTT. Il est alors décidé que ceux-ci doivent suivre au préalable tout ou partie du cursus de l’École nationale d’administration nouvellement créée en 1945, ce qu’ils font jusqu’en 1992.
L’organisation centrale du ministère est, quant à elle, fixée par décret le 10 mai 1946. Le Gouvernement provisoire y intègre la Direction des Télécommunications créée sous le régime de l'État français (1941), et renommée à cette occasion direction générale des Télécommunications .
En près d’un demi-siècle, le ministère change seize fois de nom ou de statut, devenant à plusieurs reprises secrétariat d’État ou ministère délégué, dépendant notamment de la Présidence du Conseil, des Travaux publics, de l’Économie ou encore de l’Industrie. Il prend en particulier en 1959 le nom de ministère des Postes et Télécommunications à l’occasion de la réunion en une seule entité des exploitations télégraphique et téléphonique.
À partir des années 1970 cependant, les PTT, confrontés à la modernisation croissante de leur secteur et à un retard économique de plus en plus criant, se voient dans l’obligation de s’ouvrir à l’économie de marché, seule capable de leur assurer les financements dont ils ont besoin. La grande grève de 1974 met en évidence la nécessité de la réforme, mais celle-ci ne voit le jour qu’après une quinzaine d’années de tâtonnements, avec cependant comme ligne politique de plus en plus claire une scission des PTT. C’est finalement Paul Quilès, ministre des Postes et Télécommunications et de l'Espace sous François Mitterrand, de mai 1988 à mai 1991, qui engage la réforme. Après consultation des syndicats, Hubert Prévot, chargé d’orchestrer le débat, produit fin 1988 un rapport justifiant auprès des agents le changement de statut et la scission des PTT. Enfin, la loi Quilès, portant création à compter du 1er janvier 1991 des établissements publics La Poste et France Télécom est promulguée le 8 juillet 1990. La Poste succède ainsi à la direction générale de la Poste. L’établissement France Telecom succède à l’administration du même nom qui avait succédé en 1988 à la direction générale des Télécommunications. La loi Quilès est suivie, en décembre 1990, d’une loi sur la réglementation des télécommunications modifiant le code des PTT.
À partir du 1er janvier 1991, le ministère des Postes et Télécommunications a donc désormais un rôle non plus opérationnel et technique, mais de tutelle des deux établissements publics et de régulation du marché. Après une brève dépendance du ministère de l’Economie entre mai 1991 et avril 1992, les fonctions Postes et Télécommunications se fondent au cours des années 1990 dans celles de l’Industrie : les deux ministères sont fusionnés le 30 mars 1993, avec une courte nouvelle séparation entre mai et novembre 1995 ; l’Industrie elle-même est rattachée à l’Economie et aux Finances à partir du 1er juin 1997, le ministère de l’Industrie, de la Poste et des Télécommunications devenant un simple secrétariat d’Etat à l’Industrie, et le ministre délégué à la Poste, aux Télécommunications et à l’Espace disparaissant du même coup. Il n’y aura désormais plus de fonctions de rang ministériel pour les postes et télécommunications.
À un niveau inférieur, les différentes directions des PTT sont fusionnées en une unique direction générale des Postes et Télécommunications en décembre 1993, elle-même fondue dans une direction générale de l’Industrie, des Technologies de l’information et des Postes le 2 novembre 1998.
Par ailleurs, entre 1988 et 1997, la question de l’espace est régulièrement détachée de la Recherche pour être rattachée aux PTT.
