Note:

L’Insee collecte, produit, analyse et diffuse des informations statistiques sur l’économie, la société et les territoires français. L’Insee élabore régulièrement des diagnostics et des prévisions sur la situation économique de la France. Il publie par trimestre une estimation du taux de chômage et du taux de croissance et par mois l’indice de prix à la consommation. Il mène des enquêtes auprès des entreprises pour recueillir des informations structurelles et conjoncturelles et des données sur certains thèmes spécifiques et auprès des ménages permettant d’observer l’évolution de certains comportements économiques et sociaux. Il réalise le recensement de la population en se fondant sur des enquêtes annuelles. Il gère également des répertoires : RNIPP (Répertoire national d’identification des personnes physiques), REU (Répertoire électoral unique) et SIRENE (Système informatisé du répertoire des entreprises et des établissements). Il représente la France sur les sujets d’harmonisation statistique (contribution à l’élaboration et à la réalisation des programmes de coopération multilatéraux sous l’égide des organisations internationales : Nations-Unies, Banque mondiale, Fonds monétaire international).

Les directions régionales de l’Insee réalisent des études en partenariat avec les acteurs publics. Elles peuvent être formalisées par une convention qui définit la contribution du partenaire et de l’Insee. Les directions régionales sont amenées à réaliser des opérations de « conseil-expertise » pour répondre à une demande liée au déploiement de politique publique, ou participer à des groupes de réflexions, ou accompagner les acteurs locaux dans leur utilisation de données.

En 2021, la direction générale de l’Institut national de la statistique et des études économiques se structure ainsi :

Inspection générale.

Secrétariat général, avec : le département des affaires financières et de la programmation des travaux et des moyens ; le département des ressources humaines ; le département du Cadre de vie et des conditions de travail ; l’unité de pilotage et d'animation du réseau des directions régionales ; l’unité de coordination des activités transversales ; l’unité des affaires juridiques et contentieuses ; le secrétariat général informatique ; le centre statistique de Metz.

Direction du système d'information, avec : le département de la production et de l'infrastructure informatique ; le département du développement du système d'information ; l'unité innovation et stratégie du système d'information.

Direction de la méthodologie et de la coordination statistique et internationale, avec : le département des méthodes statistiques ; le département de la coordination statistique et internationale ; l’unité qualité ; le SSP Lab.

Direction des statistiques d’entreprises, avec : le département des répertoires, infrastructures et statistiques structurelles ; le département des statistiques de court terme ; le département des synthèses sectorielles.

Direction des statistiques démographiques et sociales, avec : le département de la démographie ; le département de l'emploi et des revenus d'activité ; le département des ressources et des conditions de vie des ménages ; l’unité des études démographiques et sociales ; l’unité des prix à la consommation et des enquêtes ménages.

Direction des études et synthèses économiques, avec : le département de la conjoncture ; le département des études économiques ; le département des comptes nationaux.

Direction de la diffusion et de l’action régionale, avec : le département INSEE Info Service ; le département de l’offre éditoriale ; le département de l’action régionale ; l’unité des ressources documentaires et de l’archivage. La direction assure également le secrétariat général du Conseil national de l’information statistique (Cnis) en liaison avec le département coordination statistique et internationale. Elle assiste le bureau du Conseil et organise, à ce titre, les travaux nécessaires à la concertation entre les producteurs et les utilisateurs de la statistique publique.

HISTORICAL NOTE

Historical note:

En 1800, Lucien Bonaparte crée un Bureau de statistique au sein du ministère de l'Intérieur qui organise le premier recensement général de la population en 1801, ainsi qu'une série d'enquêtes locales sur les départements récemment créés. Devenu direction en 1806, ce service est supprimé en 1812.

En 1833, au sein du ministère du Commerce, un bureau de statistique générale est créé et prend le nom de Statistique générale de France (SGF) de 1840 à 1940. Ce service ou bureau est rattaché en 1906 au ministère du Travail qui vient d'être constitué. La SGF s'engage dans des directions nouvelles liées à la gestion et à la rémunération de la main-d'oeuvre et lance de nouvelles enquêtes (1ère enquête de consommation en 1907, lancement en 1911 d'une enquête périodique sur les prix de détail, etc.). De 1930 à 1936, sauf une courte période en 1934, la Statistique générale de la France est devenue une sous-direction rattachée à la présidence du Conseil. Fin 1936, elle devient un service du ministère de l'Économie nationale. Ses activités sont partagées entre l’organisation et le dépouillement des grandes enquêtes, la publication des statistiques de l’état civil, l’observation des prix et la coordination de l’action statistique de l’ensemble de l’administration.

En 1941, le Service national des statistiques (SNS) est créé au sein du ministère des Finances ; ce qui fonde tout un pan de l’activité statistique orienté vers l’exploitation des fichiers administratifs. Des établissements régionaux sont implantés sur le territoire, une école d’application du SNS est ouverte, les corps d’administrateurs, d’attachés et de commis sont créés.

La loi de finances du 27 avril 1946 crée « L'Institut national de la statistique et des études économiques pour la métropole et la France d'outre-mer ». Il résulte de la fusion du Service national des statistiques avec les services d'études économiques et de documentation du ministère de l'Économie nationale. Il est une direction générale du ministère de l'Économie nationale (alors distinct du ministère des Finances). L’Insee obtient par la loi du 28 août 1946 la gestion du fichier électoral et la loi du 7 juin 1951 sur l’obligation, la coordination et le secret en matière de statistique donne aux enquêtes statistiques publiques leur cadre juridique de base. Les techniques d’enquêtes par sondage sont mises au service des études économiques et sociales : c’est la période de mise en place des premières enquêtes sur les budgets de famille, le logement et la santé.

En 1962, l'Insee prend son périmètre actuel, à la suite d'un rattachement partiel des tâches et du personnel du Service des études économiques et financières (SEEF) du ministère de l'Économie et des Finances. L’Insee prend en charge les travaux fondamentaux de comptabilité nationale et les synthèses prévisionnelles.

En 1971, les structures de l’Insee sont profondément réorganisées. Les pratiques statistiques évoluent : les enquêtes statistiques auprès des ménages ou des entreprises deviennent plus nombreuses et collectent des données plus variées. C'est aussi l'année de la première enquête annuelle d'entreprise dans l'industrie et le bâtiment-travaux publics. L’Institut renforce son rôle de coordination et procure aux services statistiques dans les autres administrations les cadres nécessaires à leur développement.

À partir de 1981, avec la décentralisation administrative, les travaux statistiques régionaux se développent. Le développement de l’informatique donne la possibilité d’une meilleure utilisation de l’information détenue par les administrations et les entreprises. En 1984, le Conseil national de l'information statistique (CNIS) est chargé de l’organisation du dialogue entre les producteurs et les utilisateurs de la statistique publique. La loi du 23 décembre 1986 portant modification de la loi du 7 juin 1951 reconnaît à l’Insee un large accès aux données administratives à des fins statistiques.

De nouveau, entre 1988 et 1994, l’Insee se réorganise ; ces changements touchent les métiers de l’informatique et des ressources humaines. En 1989 sont créées deux directions statistiques : la direction des statistiques d’entreprise et la direction des statistiques démographiques et sociales. Fin 1991, les directions régionales sont réorganisées pour faire coexister au mieux production nationale et action régionale. A partir de 1993, l’Insee adapte ses méthodes tant pour les statistiques que pour les comptes et les études à une économie plus cyclique et plus ouverte vers l’extérieur. Avec l’Union économique et monétaire, une meilleure comparabilité entre les données des différents pays membres doit être assurée. Dans un contexte d’élargissement, l’Insee intervient avec l’appui d’Eurostat (Office statistique de l'Union européenne) dans les pays en transition, les thèmes principaux de cette coopération sont les comptes nationaux, les répertoires d’entreprises, les indices de prix et les enquêtes de conjoncture. Par le décret du 2 juin 1994, l’enseignement et la recherche se développent avec la création du Groupe des écoles nationales d’économie et de statistique (Genes) qui devient le 1er janvier 2011 un établissement public à caractère scientifique, culturel et professionnel.

À partir de 2003, avec les progrès du traitement de l’information, l’Insee instaure la gratuité de l’accès à l’information disponible sur Internet. En 2006, un plan qualité est mis en place à l’Insee ; il prolonge le processus commencé en 1999 avec la démarche « Statistique publique et entreprise ». En 2009, un nouveau règlement relatif aux statistiques européennes instaure un partenariat gouverné par le Comité du système statistique européen (SSE) entre la Commission et les États membres. Ce comité est compétent sur le développement, la production et la diffusion des statistiques européennes. Par le décret du 3 mars 2009, est créée une Autorité de la statistique publique chargée de veiller au respect du principe d’indépendance professionnelle dans la conception, la production et la diffusion des statistiques publiques.

En 2012, deux changements d’organisation sont opérés au sein de la direction générale avec la création de la direction de la méthodologie et de la coordination statistique internationale ayant pour mission d’élaborer et de promouvoir de bonnes pratiques en matière statistique et la réorganisation du secrétariat général visant à développer la notion de parcours professionnel.

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.
