En 1971, la direction générale de la protection de la nature est organisée comme suit :
environnement rural et urbain, sites et parcs,
chasse et pêche,
environnement industriel, pollutions, déchets,
mission administrative et financière,
mission juridique.
En 1973, son organisation s’étoffe avec le suivi des parcs nationaux, des réserves naturelles et de la faune sauvage.
En 1991, la direction de la protection de la nature est composée de :
la mission des affaires générales et internationales,
la mission du paysage,
le service des espaces naturels,
le service de la chasse, de la faune et de la flore sauvages,
le service de la pêche et de l’hydrobiologie,
les parcs nationaux.
En 2007, le service de la pêche et de l’hydrobiologie disparaît de l’organigramme fonctionnel de la direction de la nature et des paysages.
Dans les années 1960, Georges Pompidou s’intéresse aux questions de protection de la nature et souhaite améliorer le cadre de vie des Français. La volonté politique est alors de créer un équilibre entre qualité de vie et aménagement du territoire. Les compétences en matière de protection de la nature sont à cette époque dispersées au sein de plusieurs ministères.
C’est dans ce contexte que la direction générale de la Protection de la nature est créée, au sein du ministère de l’Agriculture dans un premier temps, le 4 mars 1970. Cette direction s’inscrit dans une politique à part entière, à partir d’une concertation entre l'Etat, les régions et les partenaires privés.
En 1970, la direction générale de la protection de la nature est chargée d’étudier, animer et coordonner l’ensemble des actions tendant à la défense de la nature et à la préservation des équilibres biologiques et à l’aménagement du milieu naturel. Elle apporte son concours aux missions de conservation des cours d’eau. Elle exerce ses missions sur les parcs nationaux, les parcs naturels régionaux, les réserves naturelles, les espaces verts, la montagne, les forêts, la chasse, la pêche et les haras. Ces attributions n'évoluent que très peu au cours de l’existence de cette direction.
Le 8 janvier 1971 est créé le ministère de la Protection de la nature et de l’Environnement. Le nouveau ministère se voit transférer un ensemble de compétences jusques là dévolues à d’autres ministères. C’est le cas de la direction de la protection de la nature.
Le décret 71-245 du 2 avril 1971 énumère les services mis en place et leurs attributions. Il existe au départ un déséquilibre entre la direction générale de la protection de la nature et les autres services, moins étoffés. Le décret rappelle d’ailleurs que cette direction a « vocation à être la principale structure d’administration parmi les services du ministère délégué ».
La direction de la protection de la nature est chargée de mettre en œuvre les mesures législatives et réglementaires relatives à ses domaines de compétences. Elle exerce ses missions dans les domaines de la chasse, la pêche, la protection de la faune, de la flore et des réserves naturelles, les parcs nationaux et les parcs naturels régionaux, la protection des monuments et des sites à caractère naturel, les établissements dangereux, insalubres et incommodes et la lutte contre les pollutions. Elle exerce la tutelle des conseils supérieurs de la chasse et de la pêche, et assure le secrétariat du Conseil interministériel des parcs nationaux, de la Commission interministérielle des parcs naturels régionaux, du Conseil national de la protection de la nature et du Conseil supérieur des établissements classés. Elle assure également avec les services du ministère des Affaires culturelles le secrétariat de la Commission supérieure des sites, perspectives et paysages.
Le décret 73-355 du 27 mars 1973 fixe l’organisation du ministère en trois directions d’objectifs :
-la direction de la prévention des pollutions et nuisances,
-la direction de la protection de la nature,
-la mission de l’environnement urbain et rural.
La direction de la protection de la nature, à qui l’on a confié de nombreuses compétences en 1971, subit donc un démembrement de ses fonctions au profit d’autres directions pour un meilleur équilibre au sein du ministère.
A partir de 1985, la direction de la protection de la nature anime également la réflexion et l’expérimentation en matière de politique du paysage. Elle exerce la tutelle de l’Office national de la chasse et du Conseil supérieur de la pêche. Elle assure le secrétariat du Conseil national de protection de la nature et du Conseil national de la chasse et de la faune sauvage.
A partir de 1992, la direction de la nature et des paysages est chargée de la conservation et de la réhabilitation du patrimoine naturel, des paysages et de la diversité biologique. Elle définit des mesures adaptées de gestion et de préservation des milieux naturels, de la faune et de la flore, des écosystèmes et des paysages, et en détermine les règles d’application. Elle fixe les orientations relatives à la collecte et à l’exploitation des données correspondantes et assure la coordination interministérielle nécessaire. En plus des questions relatives aux parcs nationaux, aux parcs naturels régionaux et aux réserves naturelles, elle est chargée également de celles relatives aux conservatoires botaniques nationaux. Elle réalise des études d’impact et des enquêtes. Elle coordonne la politique ministérielle relative à l’intégration de l’environnement dans la politique agricole et dans la politique de développement rural. Elle définit la réglementation relative à la chasse et contrôle le commerce des espèces animales et végétales sauvages. Elle contribue à l’application de la législation relative à la protection du littoral et de la montagne.
En 2000, elle assure également la tutelle du Conservatoire de l’espace littoral et des rivages lacustres.
Le décret 2008-680 du 9 juillet 2008 et l’arrêté du 9 juillet 2008 transforment radicalement les anciennes structures du ministère ; la direction de la nature et des paysages cesse d’exister sous ce terme et cette organisation.
