La naissance de la direction générale de la création artistique s’insère dans le contexte de réorganisation de l’administration centrale du ministère de la Culture et de la Communication initiée dès 2007 et finalisée le 13 janvier 2010 visant à renforcer la lisibilité des grandes politiques du ministère et moderniser le fonctionnement de l'administration centrale. L’ensemble des directions est alors remanié et la direction générale de la création artistique est constituée par la réunion de la direction de la musique, de la danse, des théâtres et des spectacles (DMDTS) et de la délégation des Arts plastiques (DAP). Ses missions et son organisation ont d’abord été définies par l’arrêté du 17 novembre 2009 puis précisées par l’arrêté du 14 juin 2015.
Selon l’article 4 du décret n° 2009-1393 du 11 novembre 2009 relatif aux missions et à l’organisation de l’administration centrale du ministère de la culture et de la communication, « la direction générale de la création artistique définit, coordonne et évalue la politique de l'État relative aux arts du spectacle vivant et aux arts plastiques. »
À ces fins, la DGCA est responsable des missions suivantes :
• Soutenir la création artistique et son renouvellement, dans toutes ses formes d'expression et d'esthétique en favorisant la diffusion des œuvres et l'accès du plus grand nombre aux productions artistiques, notamment dans le cadre de la démocratisation culturelle ;
• Développer une politique d'achat et de commande d'œuvres ;
• Aider au développement des arts du spectacle vivant, des arts plastiques et de leurs réseaux de création et de diffusion ;
• Encourager le rayonnement culturel français en Europe et dans le monde ;
• Contribuer à l'enrichissement, à la valorisation et à la conservation des collections publiques, des fonds publics d'art contemporain et des biens culturels confiés aux organismes relevant du ministère, ainsi qu'à la protection, la conservation et la valorisation du patrimoine des arts de la scène ;
• Réglementer le statut et l'activité des professions œuvrant dans le domaine du spectacle vivant et des arts plastiques ;
• Coordonner le contrôle scientifique et pédagogique des établissements d’enseignements supérieurs, au niveau national et territorial ;
• Veiller à l’observation et au développement du marché de l'art, des industries culturelles et du mécénat ;
• Veiller au suivi des questions sociales, économiques et fiscales intéressant les disciplines et les professions, à la concertation avec les professionnels et au développement des métiers d'art ;
• Contribuer à la politique et à la gestion des ressources humaines, à la stratégie et à la gestion budgétaire, à la tutelle des organismes relevant du ministère, au pilotage des opérations d'équipement, à l'animation des services déconcentrés, aux travaux d'étude, d'observation et de recherche, à la conception et à l'organisation des événements culturels.
Pour répondre à ces prérogatives, la DGCA est constituée de deux services l’un dédié aux arts plastiques et l’autre au spectacle vivant (délégation à la danse, délégation à la musique, délégation au théâtre, la sous-direction de l'emploi, de l'enseignement supérieur et de la recherche) ; de deux sous-directions communes à toutes les activités artistiques assurant les affaires financières et générales ainsi que la diffusion artistique et des publics ; la mission de la communication et l’inspection de la création artistique également commune.
L’arrêté du 12 juin 2015 supprime le service du spectacle vivant pour ne conserver que ces constituants, les délégations à la musique, au théâtre et à la danse et la sous-direction de l’emploi, de l’enseignement supérieur et de la recherche.
Les actions de la DGCA sont relayées au niveau régional par les directions régionales des affaires culturelles (DRAC).
Georges-François Hirsch, ancien administrateur de l’Opéra de Paris, est le premier à être nommé à la tête de la DGCA du 13 janvier 2010 au 22 août 2012 où il est remplacé par Michel Orier. Ce dernier occupe le poste jusqu’au 4 janvier 2016 où la fonction est reprise par Régine Hatchondo, dès le 5 janvier 2016. Depuis le 7 novembre 2018, c’est Sylviane Tarsot-Gillery, auparavant directrice générale de la Bibliothèque nationale de France, est à la tête de cette direction générale.
