La société nationale de TF1 est créée par la loi n°74-696 du 7 août 1974. Jacques Chirac, alors Premier Ministre, annonce en effet le démantèlement de l’Office de radiodiffusion-télévision française (ORTF) après plus de 10 ans d’existence. Le monopole d’État étant maintenu, sept sociétés sont créées :
quatre sociétés nationales de programmes : TF1, Antenne 2, FR3 et Radio France;
trois organismes chargés d'un secteur de l'audiovisuel : Télédiffusion de France (TDF), établissement public de diffusion chargé de la diffusion des programmes de radio et de télévision en France et à l'étranger, ainsi que de l'organisation et de l'exploitation des réseaux et installations de diffusion ; la Société française de production (SFP), société d’économie mixte chargée de réaliser des productions en film et en vidéo pour les sociétés de programme et pour le marché privé ; l’Institut national de l’audiovisuel (INA) chargé de la conservation des archives audiovisuelles, des recherches de création audiovisuelle, mais aussi de la formation professionnelle des personnels des autres organismes. Ces sociétés sont placées sous la tutelle du Premier Ministre et, bien que jouissant d’une large autonomie, doivent composer avec le contrôle de l’État et de la HACA (Haute Autorité de la communication audiovisuelle, ancêtre du CSA).
Cette période est un tournant dans l’histoire de la télévision et la première chaîne a pour ambition de créer un « style nouveau » : « Nous espérons imposer à la première chaîne, sous la bannière de TF1, un style nouveau, jeune, optimiste, sérieux et gai, attentif à tout ce qui peut satisfaire les goûts des téléspectateurs et aussi les enrichir. Notre préoccupation constante sera d’intéresser, de bannir l’ennui et la vulgarité » (exposé de Jean Cazeneuve, président de la Société nationale de TF1, le 10 décembre 1974).
Les années 1970 sont aussi marquées par de nouveaux progrès dans les techniques audiovisuelles. Yves Mourousi, présentateur et rédacteur en chef du journal de 13 heures de TF1 à partir de 1975, réalise ainsi les premiers direct dans le monde. Dès 1978, on constate une hausse des ventes de téléviseurs couleurs en France ainsi que le développement de la publicité sur la chaîne à partir des années 1970. Les années 1980 sont ensuite marquées par la naissance de plusieurs chaînes de télévision concurrentes. Même si la concurrence entre les chaînes de télévision existe, ces organes de l’audiovisuel travaillent ensemble pour le bon fonctionnement de la télévision publique. Durant cette période, le monde de la télévision évolue, des concepts et des stars du petit écran naissent et des identités télévisuelles se construisent.
La loi n°82-652 du 29 juillet 1982 sur la communication audiovisuelle supprime le monopole d'État et recrée par le décret n° 82-789 du 17 septembre 1982 la société nationale de Télévision française 1 qui est maintenant placée sous la tutelle de la HACA, qui établit le cahier des charges, veille aux règles de concurrence et nomme le président de la chaîne.
En mai 1986, la nouvelle majorité gouvernementale de droite rend publique son intention de privatiser TF1. La privatisation est effective en avril 1987, avec le rachat de 50 % du capital de la chaîne par le groupe Bouygues.
Entre 1974 et 1987, TF1 voit se succéder cinq présidents : Jean Cazeneuve (1975-1977), Jean-Louis Guillaud (1978-1981), Jacques Boutet (1981-1982), Michel May (1982-1983) et Hervé Bourges (1983-1987).
Chronologie réapitulative :
7 août 1974 : la loi n° 74-696 supprime l’ORTF et confie le service public de l’audiovisuel à sept organismes. TF1 est créée.
6 janvier 1975 : nouvelle organisation des trois chaînes de télévision : nouveaux logos, nouvelles grilles et nouveaux noms. Jean Cazeneuve devient le président-directeur général de TF1.
20 décembre 1975 : en ouverture du journal, Jean-Claude Bourret annonce l’arrivée de la couleur sur TF1 à compter du 1er janvier 1976.
25 juin 1977 : apparition du système d’information et de sous-titrage « Antiope » (Acquisition numérique et télé-visualisation des images organisées en pages d’écriture).
1978-1983 : successions au poste de président-directeur général de TF1.
1978 : Jean-Louis Guillaud.
Juin 1981 : Jacques Boutet.
31 août 1982 : Michel May.
14 juillet 1983 : Hervé Bourges.
14 mai 1986 : annonce de la privatisation de TF1 par François Léotard, Ministre de la Culture et des Communications.
30 septembre 1986 : la loi n° 86-1067 relative à la liberté de la communication crée la Commission nationale de la communication et des libertés (C.N.C.L.). Cette nouvelle autorité de régulation nomme les présidents des sociétés publiques et veille au respect des cahiers des charges.
6 avril 1987 : la C.N.C.L. attribue TF1 au groupe Bouygues. TF1 devient une chaîne privée.
