Bibliothèque publique d'information (Paris)
La Bibliothèque publique d’information est créée par le décret n° 76-82 du 27 janvier 1976 (publié au Journal Officiel le 29 janvier) et inaugurée en février 1977. C'est un établissement public national de caractère administratif doté de la personnalité civile et de l'autonomie financière, placé sous la tutelle du ministère de la Culture (direction du livre et de la lecture) et lié par convention à l'établissement public du Centre national d'art et de culture - Georges Pompidou. Elle est administrée par un Conseil d’administration dont le président est de droit le président du Centre Georges-Pompidou, et dirigé par un directeur nommé par décret du Président de la République sur proposition du ministre de la Culture et après avis du président du Centre. La BPI est une bibliothèque nationale qui a pour mission d'offrir à tous et, dans la mesure du possible, en libre accès, une information générale dans tous les domaines de la connaissance et sur tout type de support, et de constituer un centre de recherche documentaire en liaison avec les autres centres existants. La BPI est également un lieu d'animation culturelle (débats, expositions, festival "cinéma du réel").
Genèse et naissance du projet :
Le projet d’une grande bibliothèque de lecture publique dans le centre de Paris a pris de l’ampleur dans les années 1960 avec la décision de transférer les Halles centrales à Rungis (projet de "Bibliothèque des Halles"). Etienne Dennery, alors administrateur général de la Bibliothèque nationale et directeur des Bibliothèques et de la lecture publique, avait suggéré de profiter de l’emplacement libéré pour implanter un tel établissement. En 1967, le ministre de l’Éducation nationale Alain Peyrefitte approuve le projet et le Conseil de Paris fixe son emplacement sur le plateau Beaubourg. Selon Jean-Pierre Seguin, conservateur en chef de la Bibliothèque nationale destiné à devenir le premier directeur de la BPI : « Sa vocation sera celle d’une bibliothèque d’information et la composition de ses fonds sera orientée vers l’étude générale non spécialisée. Les collections intéresseront toutes les disciplines et concerneront la production étrangère aussi bien que la production française. » Le nouvel établissement « sera destiné à l’information plus qu’à la simple lecture, cette information consistant alors à permettre aux usagers de disposer d’un inventaire tenu à jour des fonds des autres bibliothèques, d’analyser le contenu des documents acquis, de bibliographies sélectives, et d’un service de réponses par téléphone. »
À la suite de la décision du président Georges Pompidou de créer un nouveau musée d’art moderne sur le plateau Beaubourg (11 décembre 1969), il fut décidé en 1970 de réunir les deux projets au sein d’un même équipement culturel. La bibliothèque devait ainsi attirer des visiteurs qui pourraient ensuite découvrir les autres activités culturelles proposées. Elle se voulait par ailleurs un établissement pilote, vitrine de toutes les innovations en matière d’information et de lecture publique. Outre le libre-accès aux collections d’imprimés et de périodiques, elle devait proposer aux lecteurs d’accéder, dans les mêmes conditions, aux nouvelles technologies. Jean-Pierre Seguin avait également voulu que la BPI soit la première bibliothèque de France à disposer d’un système informatique de recherche au service des lecteurs et non un outil de gestion pour les bibliothécaires.
Le réaménagement de 1997-2000 :
À l’automne 1997, le Centre Pompidou ferme pour un réaménagement général qui s’achève fin 1999. Durant cette période, la BPI ouvre des locaux provisoires et étroits dans le quartier voisin de l’Horloge, rue Brantôme, tout en menant un projet de ré-informatisation globale de son système documentaire. La réouverture se fait en janvier 2000, où l’entrée de la bibliothèque se situe désormais à l’arrière du Centre Pompidou, rue Beaubourg. Sur les huit niveaux du Centre Pompidou accessibles au public totalisant 45 000 m², la BPI dotée de sa propre cafétéria et dont l’entrée est désormais indépendante du Forum, occupe le tiers du niveau 1 de mezzanine et les niveaux 2 et 3, soit environ 17 000 m², dont 10 400 m² de salle de lecture.
Les caractéristiques de la BPI :
En tant qu’établissement pilote, la BPI présente certaines caractéristiques qui la distinguent de la majorité des autres bibliothèques. Elle ne pratique pas le prêt à domicile et ses collections sont réservées à la consultation sur place. Ces dernières sont d’ailleurs en libre-accès, la BPI ne disposant pas de magasin de stockage. De ce fait, elle a été la pionnière dans l’introduction en France du désherbage, c’est-à-dire de retirer chaque année des collections autant d’ouvrages qu’il en entre. Par ailleurs, depuis 2006 la bibliothèque donne accès à un portail documentaire qui permet de rechercher ses documents de façon thématique et regroupe les accès à ses différentes bases de données. En 2008, elle rénove son site web en y intégrant les préoccupations d’accessibilité. Elle offre également des services d’autoformation, en proposant notamment au visiteur d’apprendre seul la langue de son choix.
