La DAG est une direction de logistique et de moyens. Elle anime, coordonne et évalue la politique de modernisation et de déconcentration du Ministère. Elle élabore et conduit la politique de gestion du personnel. Chargée du contrôle de gestion au sein du ministère, la DAG coordonne sa mise en œuvre. Elle coordonne également la préparation des textes législatifs et réglementaires. Elle représente l’État devant les juridictions. La DAG définit aussi la politique immobilière du Ministère.
Dès sa création en 1959, le ministère des Affaires culturelles met en place une structure administrative chargée des fonctions support (budget et comptabilité, réglementation générale et contentieux, personnel et affaires sociales, logistique et matériel), le Service de l’administration générale (SAG).
Ce service est promu au rang de Direction de l’administration générale (DAG) par le décret n°61-236 du 7 mars 1961 modifiant l’art. 2 du décret n°59-212 du 3 février 1959, ses missions sont définies par l’arrêté du 14 avril 1962. “ La DAG du ministère des Affaires culturelles est un organe d’étude, d’information et d’exécution ” (art. 1er-1). Sa structure s’articule en sept bureaux :
- Réglementation et affaires générales ;
- Contentieux ;
- Personnel ;
- Affaires sociales ;
- Matériel ;
- Budget ;
- Comptabilité.
À partir de 1967, la DAG compte dix bureaux désormais répartis en deux sous-directions :
- la sous-direction des personnels et des affaires administratives (SDPAA) ;
- la sous-direction des affaires financières et immobilières (SDAFI).
La fonction informatique apparaît en 1973 au sein de la DAG avec la création du bureau central de l’informatique. En 1975, la sous-direction des personnels et des affaires administratives (SDPAA) est divisée en une sous-direction des personnels et des statuts (SDPS) et une sous-direction des affaires générales (SDAG).
Une troisième structure, la sous-direction des affaires financières et de l’action régionale (SDAFAR) est composée de huit bureaux et d’une division de l’action régionale [déconcentration, création des directions régionales des affaires culturelles (DRAC), liaison avec la délégation du développement de l’action territoriale (DATAR)].
En 1981, le bureau du droit d’auteur est transféré de la direction du livre à la nouvelle sous-direction des affaires juridiques et de la propriété intellectuelle, dépendant de la direction de l’administration générale (DAG).
En 1982, la sous-direction des personnels et des statuts (SDPS) devient un service. Les fonctions d’administration régionale et de gestion budgétaire financière, matérielle et informatique sont confiées à la sous-direction des affaires financières, de l’action régionale et de l’informatique (SDAFARI). Quant aux questions de législation, de contentieux et de droit d’auteur, elles sont regroupées sous la responsabilité de la sous-direction des affaires juridiques et du contentieux (SDAJC).
En 1985, une mission de la recherche vient étoffer la DAG. Par ailleurs, la sous-direction des affaires financières, de l’action régionale et de l’informatique (SDAFARI) perd ses attributions dans le domaine de l’action régionale et devient la sous-direction des affaires financières et de l’information ; la sous-direction des affaires juridiques et du contentieux (SDAJC) prend le nom de sous-direction des affaires juridiques et de la propriété intellectuelle (SDAJPI).
Le décret n°86-776 du 23 juin 1986 transforme la DAG en direction de l’administration générale et de l’environnement culturel (DAGEC), suite à la suppression de la direction du développement culturel (DDC) et au rattachement du service des études et des recherches (SER) qui devient le département des études et de la prospective (DEP). Les compétences de la DDC sont confiées à la sous-direction de l’environnement culturel (SDEC) de la nouvelle DAGEC.
La DAGEC est composée :
- d’un service des personnels et des affaires sociales (SPAS) ;
- d’une sous-direction des affaires financières et générales (SDAFG) ;
- d’un département de l’organisation et des systèmes informations (DOSI) ;
- d’une sous-direction de la législation et du contentieux (SDLC) ;
- d’une sous-direction de l’environnement culturel (SDEC) ;
- d’une sous-direction de l’information et de la communication (SDIC) ;
- d’un département des études et prospectives (DEP).
Cette organisation perdure jusqu’en 1990, date à laquelle la direction retrouve sa dénomination originelle (DAG), avec un recentrage sur les missions de gestion, de coordination et d’étude. Les attributions en matière d’environnement culturel sont transférées pour l’essentiel à une nouvelle structure d’administration centrale autonome : la délégation aux enseignements et aux formations (DEF). Elle perd ainsi les sous-directions de l’environnement culturel (SDEC) et de l’information et de la communication. Son dispositif est complété par la mission de la recherche et de la technologie (MRT) et la mission du développement de la déconcentration. L’organisation actuelle de la DAG a été redéfinie par les arrêtés des 25 mars 2002, 18 août 2004, 29 avril 2005 et 15 novembre 2006 modifiant l’arrêté du 25 mars 2002. Ses compétences sont les suivantes :
- Elle assure la gestion du personnel, des matériels du ministère et de certains de ses établissements publics, la coordination en matière juridique, budgétaire, comptable, fiscale et professionnelle des services, les relations du ministère avec les établissements publics, les services déconcentrés et les autres ministères ;
- Elle élabore et conduit la politique de gestion du personnel, anime, coordonne et évalue la politique de modernisation et de déconcentration du ministère et veille à sa mise en œuvre ;
- Elle prépare le budget, suit son exécution et répartit les moyens de fonctionnement et d’équipement des services ;
- Elle est chargée, en liaison avec les autres directions et délégations, des affaires juridiques, fiscales et professionnelles et coordonne la préparation des textes législatifs et réglementaires ;
- Elle assure le développement des nouvelles technologies et l’exploitation du système de communication et d’information du ministère.
La DAG est ainsi constituée :
- du service du personnel et des affaires sociales (SPAS), comportant deux sous-directions : la sous-direction de la modernisation de la gestion des carrières et la sous-direction des statuts et du développement professionnel et social ;
- de la sous-direction des affaires financières et générales (SDAFG) ;
- de la sous-direction des affaires juridiques (SDAJ) ;
- du département de l'action territoriale (DAT) ;
- du département des systèmes d'information (DSI) ;
- de la mission de la modernisation et de la réforme de l’État ;
- de la mission de la communication interne (MCI) ;
- de la mission du contrôle de gestion (MCG).
Dans le cadre de la réforme générale des politiques publiques (RGPP), la DAG disparaît suite au décret 2009-1393 du 11 novembre 2009 relatif aux missions et à l'organisation de l'administration centrale du ministère de la culture et de la communication. Elle laisse place au Secrétariat Général qui assiste le ministre pour l'administration du ministère. Ses missions sont les suivantes : coordonner l'action de l'ensemble des services du ministère, participer à leur évaluation, représenter dans ses domaines de compétence le ministère dans les instances interministérielles.
