En 1975, la direction du Livre est composée d'une division des affaires générales dont relèvent quatre bureaux, et d'un service des bibliothèques publiques, dont relèvent trois bureaux:
Bureau DL1: affaires administratives et financières;
Bureau DL2: droit d'auteur;
Bureau DL3: exportation du livre français;
Bureau DL4: édition;
Bureau DL5: bibliothèques municipales;
Bureau DL6: bibliothèques centrales de prêt;
Bureau DL7: documentation et recherche (qui devient "coopération et recherche", puis "études et actions communes".
En 1985-1986, dans le cadre de la préparation de la décentralisation, la sous-direction des affaires générales et le service des bibliothèques publiques et de la lecture sont réorganisés.
Puis l'arrêté du 16 février 1987 réorganise entièrement la direction, qui comprend désormais:
un bureau des affaires générales;
un département du livre;
un département des bibliothèques et de la lecture;
une mission de la communication, de l'innovation et de l'action régionale.
Avec l'arrêté du 19 mars 1993, la DLL ne comprend plus que deux entités:
le département des bibliothèques de l'État et des affaires générales;
le département de l'action régionale et des bibliothèques territoriales.
L'organisation de la DLL est finalement modifiée par deux arrêtés du 9 mai 1995, qui met en place:
un bureau des affaires générales;
un département des bibliothèques publiques et du développement de la lecture;
un département des politiques documentaires et patrimoniales;
un département de l'économie du livre;
un service de la communication;
quatre missions transversales: la mission d'évaluation et de conseil, la mission pour l'action régionale, la mission des affaires européennes et internationales, le centre de documentation.
Historique :
La direction du Livre (DL) est créée par le décret du 23 décembre 1975 (entré en application le 1er janvier 1976), qui rassemble au sein de l'administration de la culture des attributions auparavant dispersées entre plusieurs ministères :
les missions auparavant assumées par le service des Lettres et le bureau du Droit d'auteur au sein de la Direction générale des Arts et Lettres puis de la direction du Théâtre, des Maisons de la culture et des Lettres ;
le domaine des bibliothèques et de la lecture publique (ancienne direction des Bibliothèques et de la Lecture publique, qui dépendait du ministère de l'Éducation nationale et brièvement du Secrétariat d'État aux Universités) ;
le domaine de l'exportation du livre (qui dépendait du ministère des Affaires étrangères) ;
le domaine de l'industrie du livre (qui dépendait du ministère de l'Industrie).
D'après l'article 2 du décret du 23 décembre 1975, elle "prépare et exécute, en liaison avec les ministères intéressés, la politique de la lecture publique et du livre, notamment en ce qui concerne la création littéraire, l'édition, la diffusion du livre et le développement de la lecture".
Elle exerce la tutelle sur la Bibliothèque publique d'information, le Centre national du Livre et, à partir du décret du 5 juin 1981, sur la Bibliothèque nationale de France.
En 1981, le bureau du droit d'auteur est transféré à la sous-direction des affaires juridique et de la propriété intellectuelle.
Par le décret du 10 mai 1982 qui réorganise le ministère de la Culture, la direction du Livre devient direction du Livre et de la Lecture (DLL).
Le 1er janvier 1986, à la suite des lois de décentralisation, les bibliothèques centrales de prêt sont transférées aux départements et prennent le titre de bibliothèques départementales de prêt (BDP). Avec l'arrêté du 16 février 1987, la DLL est chargée de coordonner les rapports avec les collectivités locales qui ont en charge les BDP et les bibliothèques municipales, et de participer à l'achèvement du programme de décentralisation.
La DLL disparaît suite au décret du 11 novembre 2009 (entré en vigueur le 13 janvier 2010) qui redéfinit l'organisation du ministère en réduisant le nombre des directions à trois : c'est la direction générale des médias et industries culturelles qui est chargée de missions liées au livre et à la lecture.
Missions :
La DLL assure un rôle d'évaluation et de règlementation dans le domaine du livre et de la lecture.
En matière de lecture publique, elle suit les questions relatives au fonctionnement et à l'équipement des bibliothèques ; elle impulse et coordonne les politiques de développement de la lecture ; elle collecte les données statistiques nécessaires à l'évaluation de ces politiques et assure le contrôle technique des bibliothèques municipales et des bibliothèques départementales de prêt. Ce contrôle technique est assuré grâce à l'Inspection générale des bibliothèques, service du Ministère chargé de l'Éducation nationale qui est mis à la disposition de la DLL pour les bibliothèques relevant de sa compétence.
En matière patrimoniale et documentaire, elle suit les questions de conservation, de mise en valeur et d'enrichissement - notamment par l'exercice du droit de préemption- des fonds patrimoniaux des bibliothèques. Elle veille à la diffusion et au renouvellement des savoir-faire ; elle assure la coordination entre le réseau des bibliothèques et la Bibliothèque nationale de France, en particulier en matière de dépôt légal, de constitution des collections et de catalogage.
En matière d'économie du livre, elle traite des questions posées par la création, l'édition, la diffusion, la distribution et la promotion du livre en France et à l'étranger ; elle contribue notamment au développement des entreprises d'édition et de librairie, à l'intégration des nouvelles technologies, au renforcement de l'exportation, ainsi qu'aux études et recherches sur la lecture et l'économie du livre.
Au niveau local, elle s'appuie sur les directions générales des affaires culturelles (DRAC) et leurs conseillers pour le livre et la lecture.
