Le service B apparaît dans un contexte de structuration de l'administration rectorale à un moment où le nombre d'étudiants ne cesse d'augmenter. En outre, après les événements du printemps 1968, il est décidé de diviser l'université de Paris en treize universités différentes. Cela est réalisé en 1971.

Les services du Rectorat sont alors à nouveau remodelés et ce sont plusieurs services qui assurent les relations avec les huit universités qui dépendent du Rectorat de Paris, les cinq autres dépendant des rectorats de Versailles et Créteil.

L'existence de la DEVU et des services dont elle hérite est ensuite étroitement liée aux différentes lois sur l'enseignement supérieur qui définissent ses missions. On peut parler notamment de l'évolution des différents procédés d'affectation des bacheliers dans le supérieur comme Ravel jusqu'en 2009, Admission PostBac jusqu'en 2018 et actuellement Parcoursup. La mission de tutelle s'est elle aussi élargie petit à petit : la loi relative aux libertés et responsabilités des universités de 2007 instaure le contrôle budgétaire des établissements d'enseignement supérieur public et en 2014 le ministère délègue le contrôle de légalité sur certains grands établissements parisiens.

La division des établissements et de la vie universitaire inscrit son action dans un contexte universitaire en mutation qui nécessite son adaptation. Elle doit permettre au recteur d'assurer dans les meilleures conditions, ses missions de contrôle des établissements d'enseignement supérieur, de développer à leur intention une activité de conseil dans le cadre d'un dialogue de gestion et enfin de suivre au plus près leur mise en œuvre des politiques publiques.

La DEVU est un service du Rectorat de Paris dépendant directement du Secrétariat général et du Recteur et pour lequel il assure notamment une mission de tutelle. La DEVU a pour mission de représenter le recteur dans différentes instances administratives et surtout lors des conseils d'administration des universités.

À cet effet, la division assure deux grandes missions.

Tout d'abord, une mission de tutelle sur les établissements d’enseignement supérieur. Il s'agit du contrôle budgétaire et financier et du contrôle de légalité sur certains opérateurs de l’État (universités et certains établissements publics) et de la tutelle sur les établissements privés d'enseignement supérieur (enseignement supérieur libre, enseignement supérieur technique). La division recense les formations supérieures pouvant recevoir des fonds en provenance de la taxe d'apprentissage, le suivi de la signature des diplômes nationaux par le recteur et la signature de certains diplômes d’État. Plusieurs membres de la division représentent le recteur au sein des conseils d’administration des opérateurs. Cette mission s’accompagne d’un suivi des fondations consacrées à l’enseignement supérieur et à la recherche.

La DEVU exerce aussi une mission de vie universitaire. Depuis 2018, elle participe au pilotage du portail Parcoursup pour sa partie francilienne, et assure la gestion sur Parcoursup de l’accès des bacheliers à la première année commune aux études de santé dans l’une des sept unités de formation et de recherche (UFR) médicales d’Île-de-France. Il s'agissait d'APB (Admission PostBac) entre 2009 et 2018 et avant du procédé Ravel. Elle administre des jurys rectoraux pour les établissements privés autorisés à délivrer des diplômes régionaux, elle s'occupe des recours en matière de bourses d’enseignement supérieur et de scolarité et des habilitations à délivrer des diplômes nationaux des établissements parisiens.

Il convient d’ajouter l’établissement des listes des formations supérieures pouvant recevoir des fonds en provenance de la taxe d’apprentissage, des travaux statistiques sur l’enseignement supérieur à Paris et en Île-de-France, mais aussi le suivi de la signature des diplômes nationaux par le recteur, la gestion des créations et autorisations des centres d’examen DELF-DALF (diplôme d'études en langue française-diplôme approfondi de langue française), et le suivi des habilitations à délivrer des diplômes nationaux des établissements parisiens.

La DEVU est actuellement composée de vingt agents. À sa tête, il y a un chef de division assisté d'une secrétaire.

Elle est divisée en trois bureaux dotés chacun d'un chef :

- le bureau des établissements publics d'enseignement supérieur, chargé du contrôle budgétaire, de légalité et de la masse salariale, et du suivi des fondations d'enseignements supérieurs et de recherche ;

- le bureau de la vie universitaire, chargé de la vie étudiante et bourses ;

- le bureau des établissements d'enseignements supérieurs privés, chargé du contrôle administratif du fonctionnement des établissements, des jurys rectoraux et jurys diplômes visés et des diplômes.

HISTORICAL NOTE

Historical note:

La division des établissements et de la vie universitaire (DEVU) est un service administratif de la chancellerie de l'académie de Paris ; elle dépend directement du Secrétariat général et du recteur, pour lequel elle assure notamment une mission de tutelle et qu'elle représente dans différentes instances. Elle assure différentes missions qui relèvent de relations institutionnelles entre le recteur et les universités et du contrôle sur les établissements privés d'enseignement supérieur.

La DEVU est issue de l'évolution de plusieurs services rectoraux.

Entre 1962 et 1971, on peut identifier ses missions au sein du service B et plus particulièrement la section B4. Dans les années 1960, le service B est celui de l'enseignement supérieur et des bibliothèques universitaires. La section B4 s'occupe de la scolarité des facultés, des examens et diplômes, des affaires disciplinaires, des aides aux étudiants, de l'enseignement supérieur libre et du contrôle des connaissances.

Par la suite, on retrouve ces attributions au sein du secrétariat général de la chancellerie des universités de Paris qui comprend un service des institutions et des actes universitaires (SIAU), une division de l'administration de la chancellerie et des affaires financières universitaires (DACAFU) et une division de la vie universitaire (DVU).

Le SIAU a pris par décision rectorale du 30 octobre 1972 une partie des attributions de la division de la coordination. Cette division comptait un service chargé des structures et des missions universitaires (cursus, filières et diplômes) et un service de la documentation et du dépôt des actes universitaires. D'après l'organigramme de 1976, le SIAU a pour attributions, dans un premier bureau, les régimes juridiques des établissements à caractère scientifique et culturel, les contentieux administratifs, juridictionnels et électoraux et les services inter-universitaires conventionnels. Un second bureau a en charge les établissements à caractère scientifique et culturel de l'académie de Paris (régimes statutaires et fonctionnement) et la conservation des actes universitaires.

La DVU assure la régulation des effectifs étudiants, contrôle l'application des modalités des études universitaires et assure l'attribution des aides financières aux étudiants. Ses missions sont réparties au sein des trois bureaux qui la composent.

Ces services ont été supprimés, en 1977, lors de la réorganisation des services du rectorat. Leurs attributions ont été transférées à la division des actes et de la vie universitaire (DAVU) qui est le rassemblement de la DVU et du SIAU.

Elle comprend un service de la vie universitaire (SVU), qui gère les actes universitaires, les inscriptions des étudiants et la scolarité, et un service de l'enseignement privé (SEP), qui s'occupe de l'enseignement supérieur libre et de l'enseignement à distance. Elle possède également un service d'orientation pédagogique des étudiants étrangers. La DAVU dépend de la division de l'enseignement supérieur.

À compter du 1er mai 1992, la DAVU, la division des emplois, des personnels universitaires et des bourses (DEPUB) et la division financière du supérieur (DIFSUP) sont supprimées. La division des personnels du supérieur (DPSUP) et la division des établissements et de la vie universitaire (DEVU) sont créées.

La DEVU se divise alors en trois bureaux, DEVU 1 (bureau des établissements), DEVU 2 (bureau de l’étudiant) et DEVU 3 (bureau des affaires générales). En 2011, la DEVU 3 disparaît. En 2017, les bureaux ont un nom et un numéro, et un troisième bureau est remis en place. Le premier bureau est le bureau des établissements publics d’enseignement supérieur (BEPES) ; le deuxième, le bureau de la vie universitaire (BVU) ; et le troisième, le bureau des établissements supérieurs privés (BISP). Dans les années 2010, la DEVU a été chargée du contrôle de légalité sur six grands établissements en plus des universités. Cependant, elle exerçait déjà un contrôle sur certains établissements d’enseignement supérieurs car ils sont affiliés à des universités, comme le Centre d’études littéraires et scientifiques appliquées (CELSA) ou l'Institut d’administration des entreprises (IAE) ou par prestige et coutume, comme l’Institut d’études politiques (IEP), ce qui explique que l’on retrouve leurs conseils d’administration. Depuis 2007, la DEVU exerce aussi le rôle de commissaire du gouvernement auprès de certaines fondations de recherche.

La DEVU, qui existe toujours aujourd'hui, assure une mission de tutelle sur les actes budgétaires, le contrôle de légalité des actes administratifs et des élections et une mission de conseil et d'assistance juridique. À ce titre, la division représente le recteur au sein des conseils d'administration. Sa mission de scolarité concerne d'une part, l'accès à l'enseignement supérieur des candidats jamais inscrits, d'autre part, la réunion des commissions d'attribution des bourses d'enseignement supérieur, la signature des diplômes nationaux, la gestion des jurys rectoraux, et la délivrance des attestations de reconnaissance de niveau d'études des diplômes étrangers. Elle possède également une mission financière de gestion des dépenses. Il convient d'ajouter le traitement du contentieux relevant de l'enseignement supérieur, le secrétariat du conseil interacadémique de l’Éducation nationale (CIEN), et un travail statistique sur l'enseignement supérieur à Paris et en Île-de-France.
