L’existence du Service des voyages officiels est très ancienne : le décret du 21 mai 1932 annule un décret du 16 juillet 1901 (non trouvé et non publié au Journal officiel de l’époque). Le 14 décembre 1929, un décret signé du président de la République Gaston Doumergue nomme M. Sisteron contrôleur général chargé de l’organisation des mesures d’ordre et de sécurité, nécessitées par les voyages du président de la République, les voyages officiels, ainsi que par les voyages des souverains venant en France. Le décret ajoute que ce contrôleur général aura qualité pour donner au nom du directeur de la Sûreté générale, toutes instructions et directives utiles aux divers fonctionnaires de police des départements ou s’exercera sa mission.
Le Service des voyages officiels est créé par instruction ministérielle le 1er mars 1935, sous le nom de "Service des voyages officiels". Après l’assassinat du roi Alexandre Ier de Yougoslavie et du ministre des Affaires étrangères Louis Barthou le 9 octobre 1934 à Marseille, il devient urgent d’organiser réellement les mesures d’ordre et de sécuriser les voyages de hautes personnalités. D'abord rattaché au cabinet du directeur général de la Police nationale, il devient autonome au sein de cette même direction générale en 1976.
L'évolution des risques encourus par les personnalités françaises et étrangères, et notamment du fait de l'accroissement de la menace terroriste, nécessite à partir des années 1990 une adaptation du service. Un arrêté ministériel du 19 octobre 1994 a modifié l'organisation et l'intitulé du service, qui a pris dès lors le nom de "Service de protection des hautes personnalités".
Les missions du service des voyages officiels et de protection des hautes personnalités concernent :
les mesures générales concernant la sécurité du Président de la République ;
la protection rapprochée et l'accompagnement de sécurité générale des hautes personnalités françaises et étrangères ;
la mise en œuvre des mesures nécessaires à l'organisation des déplacements officiels.
Entre 1932 et 1945, le service est placé sous l'autorité du préfet de police et dirigé par un fonctionnaire du corps de direction. Le personnel affecté dans les services de cette direction est hiérarchisé et réparti selon les instructions du directeur. il est composé de :
3 commissaires divisionnaires, commissaires principaux et commissaires de police ;
1 commissaire adjoint ;
4 officiers de police principaux de 1ère classe ;
6 officiers de police principaux de 2ème classe ;
8 officiers de police principaux de 3ème classe ;
20 officiers de police ;
25 officiers de police adjoints ;
1 secrétaire sténodactylographe.
De 1945 à 1971, le contrôleur général, sous l'autorité des préfets des départements intéressés, est chargé de l'organisation des mesures d'ordre et de sécurité nécessitées par les voyages officiels du Président de la République. Pendant la préparation et l'exécution du voyage, ce fonctionnaire pouvait donner au nom des préfets, toutes les instructions et directives utiles aux fonctionnaires de Police des départements. Les fonctionnaires de la Préfecture de police chargés de la sécurité personnelle du Président de la République sont subordonnés au contrôleur général, chef du Service des voyages officiels. Le personnel spécialisé mis à la disposition du contrôleur général comprend :
1 commissaire divisionnaire, sous-chef de service ;
1 commissaire principal ;
2 commissaires de police ;
10 inspecteurs principaux ;
20 inspecteurs de police.
Entre 1971 et 1994, le Service central des voyages officiels, placé sous l'autorité du directeur général de la Police nationale, est dirigé par un chef de service. Il comprend deux sous-directions :
La sous-direction de la sécurité du Président de la République et de la protection des hautes personnalités françaises ;
La sous-direction des voyages officiels et de la protection des hautes personnalités étrangères.
Les services et les fonctionnaires de la Préfecture de Police précédemment spécialisés dans la sécurité du Président de la République et dans la protection des hautes personnalités françaises et étrangères sont transférés au Service central des voyages officiels.
À partir de 1994, en plus de l’état-major, chargé du suivi des missions de sécurité et des relations extérieures, le service comprend quatre sous-directions :
la sous-direction de la sécurité de la présidence de la République ;
la sous-direction de la sécurité des hautes personnalités françaises (protection rapprochée du Premier ministre, du ministre de l'Intérieur, du ministre de la Défense, du ministre des Affaires étrangères) ;
la sous-direction de la sécurité des hautes personnalités étrangères (protection rapprochée des chefs d'Etat et des chefs de gouvernement en visite officielle ou privée en France, ainsi que de la protection rapprochée du Secrétaire général du Conseil de l'Europe et du Président du Parlement européen) ;
la sous-direction de la gestion opérationnelle (gestion des personnels et des moyens logistiques, comme l’armement, les transmissions, l’informatique).
En 2013, le service est réorganisé ; il comprend :
L’état-major ;
Le groupe de sécurité de la présidence de la République (GSPR) ;
La sous-direction de la protection des personnes (SDPP) ;
La sous-direction de la sûreté (SDS) (bâtiments, cérémonies officielles, surveillance des personnes gardées à vue aux sièges des services centraux de la police nationale) ;
La sous-direction des ressources et des moyens mobiles (SDRMM).
En 2020, le service emploie plus de 1200 policiers. Son siège est situé à Paris, avec des implantations locales et deux antennes permanentes (Strasbourg, siège de plusieurs instances européennes, et en Corse).
Le service peut recevoir le concours de compagnies républicaines de sécurité (CRS), notamment de la Compagnie républicaine de sécurité n° 1, qui est mise à sa disposition.
