FUNCTION

Note:

Majanduse ja Planeerimise Teadusliku Uurimise Laboratooriumi töö põhisuunad olid: 1) Vabariigi rahvamajanduse prognoosi, perspektiivplaneerimise ja optimaalse funktsioneerimise probleemide läbitöötamine; 2) rahvamajanduse planeerimise ja ühiskondliku tootmise efektiivsuse probleemide läbitöötamine; 3) plaaniarvutuste automatiseeritud süsteemi loomise probleemide läbitöötamine.

Eesti Majandusarengu Instituudi põhilised töösuunad olid järgmised: 1) ENSV isemajandamisele vastava majandusmehhanismi teoreetiliste ja metoodiliste küsimuste lahendamine ning sellekohase uurimistöö korraldmaine; 2) ENSV rahvamajanduse tehnoloogilise arengu üldprobleemide uurimine ja vabariigi tehnopoliitika strateegia väljatöötamine; 3) vabariigi sotsiaalse ja majandusliku arengu sõlmprobleemide läbitöötamine.

1989. aastal laiendati oluliselt teadusnõukogu, mille ülesandeks sai prioriteetsete uurimisülesannete püstitamine ning vastavate uurimisprogrammide välja selekteerimine, nende ekspertiisi korraldamine. Pärast töö ümberkorraldamist septembris 1989 said instituudi peamisteks töösuundadeks: 1) korraldada EV Valitsuse teadusliku ekspertiisi komisjoni tööd (normatiivaktide ekspertiis); 2) anda välja IME bülletääni (kokku 16 eesti- ja 9 venekeelset numbrit); 3) korraldada välisekspertide tööd Eestis (Rootsi Välisministeeriumi Baltikumi programmid, USA Hudsoni instituudi esindajad); 4) teha ja organiseerida teaduslikku uurimistööd majandusreformi toetavates suundaes, millest tuleb esile tõsta uurimistöid Eesti regionaalpoliitika põhimõtete väljatöötamise alal, Eesti sisse- ja väljaveo arvestusi maailmaturu hindades, Balti riikide majanduskoostöö võimaluste uurimist, eeltöid Narva vabamajandustsooni loomiseks, uute amortisatsiooninormide väljatöötamist ja üksikute tootmisharude (metsakompleks, tsemenditootmine, suhkrutootmine, karusloomakasvatus, kalandus) arenguvõimaluste uurimist.

Alates 01.10.1973 tehti muudatused järgmiste sektorite nimetustes: 1)Regionaalplaneerimise ja ökonoomika probleemide sektor nimetati Rahavamajandusharude vaheliste seoste ja struktuuriprobleemide sektoriks; 2)Rahva elatustaseme probleemide sektor nimetati Rahva heaolu probleemide ja prognoseerimise sektoriks; 3)Automatiseeritud juhtimissüsteemide koondprojekteerimise sektor nimetati Plaaniarvutuste automatiseerimise süsteemi koondprojekteerimise sektoriks; 4)Transpordi ja side planeerimise sektor Transpordi ja side optimaalse planeerimise ja ökonoomika sektoriks; 5)Teaduslik-tehnilise informatsiooni sektor Teaduslik-majandusliku informatsiooni sektoriks.

1973. 1) Juhatus; 2) Regionaalplaneerimise ja ökonoomika probleemide sektor; 3) Rahva elatustaseme probleemide sektor 4) Automatiseeritud juhtimissüsteemide koondprojekteerimise sektor 5)Transpordi ja side planeerimise sektor 6)Teaduslik-tehnilise informatsiooni sektor 7)Raamatupidamine 8)Administratiiv-majanduse osakond.

1974. Täiendavalt loodi Tootmise efektiivsuse probleemide sektor ja Automatiseeritud juhtimissüsteemide koondprojekteerimise osakond kahe sektoriga: 1)Automatiseeritud juhtimissüsteemide koondprojekteerimise sektor; 2)Automatiseeritud juhtimissüsteemide metoodika sektor. Samuti muudeti sektorite nimetusi: 1)Rahvamajandusharude vaheliste seoste ja struktuuriprobleemide sektor nimetati Rahvamajanduse kompleksprobleemide sektoriks; 2)Rahva heaolu probleemide ja prognoseerimise sektor nimetati taas Rahva elatustaseme prognoseerimise sektoriks; 3)Transpordi ja side optimaalse planeerimise ja ökonoomika sektor Transpordi ja side ökonoomika sektoriks; 4)Teaduslik-majandusliku informatsiooni sektor Teaduslik-tehnilise informatsiooni sektoriks.

1975. Automatiseeritud juhtimissüsteemide koondprojekteerimise osakonnas loodi 1)Rahvamajanduse automatiseeritud juhtimissüsteemide projekteerimise sektor; 2)Materiaal-tehnilise varustamise automatiseerimise sektor.

1976. Transpordi ja side ökonoomika sektor nimetati Transpordi ja side planeerimise automatiseerimise sektoriks ning viidi Automatiseeritud juhtimissüsteemide projekteerimise osakonna koosseisu. Rahvamajanduse kompleksprobleemide sektor nimetati Regionaalse ökonoomika ja planeerimise probleemide sektoriks. Rahva elatustaseme prgnoseerimise sektor nimetati Rahva elatustaseme probleemide sektoriks. Automatiseeritud juhtimissüsteemide metoodika sektor nimetati Automatiseeritud juhtimissüsteemide projekteerimise metoodika sektoriks. Rahvamajanduse automatiseeritud juhtimissüsteemi projekteerimise sektor nimetati Territoriaalse ja harulise automatiseeritud juhtimissüsteemide sektoriks.

1977. Automatiseeritud juhtimissüsteemide projekteerimise osakonnas loodi Klassifikaatorite ja dokumentatsiooni sektor. Samuti loodi Toodangu kvaliteedi probleemide sektor ja Üldökonoomiliste probleemide sektor.

1978. Alates 01.09.1978 loodi Põllumajanduse ja keskkonnakaitse probleemide sektor. AJS osakonna koosseisus loodi Plaaniarvestuste automatiseeritud juhtimissüsteemi metoodika sektor. Automatiseeritud juhtimissüsteemide koondprojekteerimise sektor nimetati AJS-i infovara sektoriks. Territoriaalsete ja haruliste automatiseeritud juhtimissüsteemide sektor nimetati Automatiseeritud juhtimissüsteemide metoodika sektoriks. Teaduslik-tehnilise informatsiooni sektor nimetati Teadus-informatsiooni sektoriks. AJS-i osakonna koosseisus loodi Koondplaneerimise süsteemi projekteerimise allosakond kahe sektoriga: 1)Rahvamajanduse koondplaneerimise automatiseerimise sektor; 2)Tööstuse planeerimise automatiseerimise sektor.

1989. 15.05.1989 töötati välja uus struktuur, milles nähti ette kolme osakonna moodustamine vastavalt kinnitatud põhisuundadele. Osakondade koosseisus loodi 10 uurimislaboratooriumi: majandusmehhanismi osakond: makroökonoomika, turumajanduse ja kaubandussuhete laborid; tehnopoliitika osakond: tehnopoliitika, tehnoloogilise arengu, tehnoloogilise marketingu, informaatika ja riigiorganite infosüsteemide laborid; sotsiaalse arengu osakond: sotsiaalse arengu ja elatustaseme laborid.

HISTORICAL NOTE

Historical note:

Majanduse ja Planeerimise Teadusliku Uurimise Laboratoorium loodi Riikliku Plaanikomitee juurde ENSV Ministrite Nõukogu korraldusega nr 102-k, 01.03.1973.

Laboratooriumi põhimäärus kinnitati ENSV Riikliku Plaanikomitee määrusega nr 33 19.02.1974. Laboratoorium oli territoriaalne teaduslik asutus rahvamajanduse planeerimise probleemide alal, juhtiv asutus (rahvamajanduse) plaaniarvestuse automatiseeritud süsteemide projekteerimise alal. Uus täiendatud põhimäärus kinnitati Riikliku Plaanikomitee määrusega nr 4, 10.01.1977.

Laboratooriumi Teadusliku Nõukogu koosseis kinnitati ENSV Riikliku Plaanikomitee määrusega nr 64, 16.04.1975. Teadusliku Nõukogu põhiülesanneteks oli Laboratooriumi osakondade ja sektorite teadusliku tegevuse suundade ja tööplaanide ning kaadri kvalifikatsiooni tõstmise küsimuste läbivaatamine ning arutamine.

Seoses reorganiseerimisega nimetati Majanduse ja Planeerimise Teadusliku Uurimise Laboratoorium ENSV Ministrite Nõukogu määrusega nr 76-K, 18.02.1980 ENSV Plaanikomitee j.a. Majanduse ja Planeerimise Teadusliku Uurimise Instituudiks.

Eesti Majandusarengu Instituut moodustati ENSV Ministrite Nõukogu 10.04.1989 määrusega nr 137 alates 01.05.1989. Sama määrusega likvideeriti 30.06.1989 ENSV Plaanikomitee juures asuv Majanduse ja Planeerimise Teaduslik Uurimise Instituut.

15.06.1989 kinnitas ENSV Plaanikomitee esimees R.Otsason instituudi 17-liikmelise teadusnõukogu.

Eesti Majandusarengu Instituut töötas täieliku isemajandamise ja enesefinantseerimise põhimõttel.

04.09.1989 andis Plaanikomitee esimees käskkirja, mille alusel tuli instituudis statsionaarsete uurimislaborite asemel töö korraldada tähtajaliselt finantseeritavates ajutistes kollektiivides aktuaalsete uurimisprogrammide täitmiseks. Vaid nn metoodikakeskuses nähti ette statsionaarsete uurimistööde tegemine, ajutiste kollektiivide tööd pidi hakkama korraldama nn organiseerimiskeskus.

ENSV Plaanikomitee 18.10.1989 määrusega nr 128 moodustati instituudis IME sotsioloogiliste uuringute fond (SUF), anti korraldus komplekteerida sotsioloogiliste uuringute töögrupp ja alustada IME bülletääni väljaandmist.

Uurimistööde temaatika muutmistele ministeeriumi juhtkonna pideva vahetuse tõttu oli 1993. a alguseks instituuti tööle jäänud ainult 6 töötajat. Kuna Rahandusministeerium ei näinud perspektiivi instituudi töös, siis ei taotletud ka uurimistöödeks raha eraldamist 1993. a eelarvest. Rahandusmininsteeriumi ettepanekul ning Eesti Vabariigi Valitsuse määrusega nr 130, 30.04.1993 Eesti Majandusarengu Instituut likvideeriti.

You can filter results by selecting where your search terms appears specifically inside the archival description:

  • The name can be the full name of a person, family or organisation as well as only parts of it, e.g. only the last name.
  • The identifier is used internally by the institution or refers to (inter)national vocabularies such as the Virtual International Authority File (VIAF).
  • The place can be the place of birth (or foundation), the place of death (or closing), the place of work or any other place of importance.
  • The occupation is the profession or job of a person.
  • The mandate is a law, directive or charter that establishes and defines an organisation's powers, functions, responsibilities or sphere of activities.
  • The function is an activity, role, or purpose performed or manifested by a person, family or organisation.

    You can filter by one or more entity types:
  • A person (e.g. John Locke, or Jean Jaques Rousseau);
  • A family (e.g. Bonaparte, or Helgason);
  • A corporate body, i.e. the name of an institution, organisation, or company (e.g. Ministerie van Justitie, or Electro Mecánica Antonio Armentano)

Please note that this filter will only include institutions, for which a type has been provided as part of their descriptions:

  • A business archive holds the records of (often) commercial organisations.
  • A church or religious archive holds the records of church parishes or religious organisations, e.g. birth or death registers.
  • A county or local authority archive holds the records of the county's administrative bodies.
  • A media archive holds audiovisual or sound records, e.g. a film archive or the archive of a broadcasting company.
  • A municipal archive holds the records of a town or city administration.
  • A national archive holds the records of a country's administrative bodies, i.e. from ministries and other public bodies, sometimes also private papers of former ministers, chancellors, or presidents.
  • A private person or family archive holds the records forming the legacy of a prominent person or family.

  • 3D: 3-d digital objects

You can filter results based on the date of creation of the archival material (which may differ from the time period you are interested in - e.g., philosophers from the Enlightenment period reflecting on classic thinkers)

  • Full dates includes normalised date information available for date-based searches. It is recommended to combine this selection with the filters "Start timespan" and "End timespan" for more details.
  • Only descriptive dates provides the date information in human-readable format.
  • No date either includes documents where the creation date is unknown, or where date information is not in a machine-readable format

This filter will only include materials with "Full dates", i.e. those that include date information available for date-based searches. You can either search for a specific date of interest or focus step by step on the time span of a century, decade, year or month. When searching for a specific date, enter the date in the format DD-MM-YYYY, i.e. 01/01/1900 for 1 January 1900, via the calendar function or by typing directly in the text field.
